RYA Certificates of Competence, Part 5 - Yachtmaster Ocean

In this article in series about RYA certifications we reveal how to pass the RYA Yachtmaster® Ocean Certificate of Competence.

The RYA Yachtmaster Ocean Certificate of Competence is proof that you have the knowledge and experience needed to skipper a yacht on passages of any length in all parts of the world. The RYA Yachtmaster Ocean is the highest certification level at RYA.

The holder of a Yachtmaster Ocean qualification should be competent to skipper a yacht of up to 24 metres LOA (up to 200gt) anywhere in the World (Category 0 waters - unlimited).

The assessment is done by oral interrogation (~1.5 hours). You also need to pass the written (~1.5 hours) exam if you did not complete the Ocean Theory course, complete a qualifying passage, and prepare narrative account and navigational records. You have to stand to attention before seasoned RYA-appointed examiner and convince him that you sailed as skipper or first mate and that you know the job. To be honest, there is probably no better way of doing it.

Don’t treat the examination just as an exam. This is a great opportunity to get feedback on your skills and become a better sailor.

  • Hold an RYA Yachtmaster Offshore Certificate of Competence
  • Have completed a qualifying passage which meets the following criteria: You were fully involved with the planning of the passage, including a selection of the route, the navigational plan, checking the material condition of the yacht and her equipment, spare gear, victuals and organising the watch-keeping routine. Throughout the passage you must have acted in a responsible capacity either in sole charge of a watch or as a skipper. Qualifying passage should be non-stop by the shortest navigable route with no change of skipper. During the qualifying passage a minimum non-stop distance of 600 miles must have been run by the log, the yacht must have been at sea continuously for at least 96 hours and the yacht must have been more than 50 miles from land or any charted navigational object while sailing a distance of 200 miles. If you have any doubts about whether your chosen route qualifies, you can always contact RYA at [email protected] During the qualifying passage you should take some sights to prove that you are actually capable of navigating out of sight of land by astro navigation. If circumstances prevent astro sights from being taken on the ocean-qualifying passage you can also take them on another shorter passage. You just have to make sure to be enough far from shore so that the sights are taken out of sight of land.

Preparation

Before taking the oral exam, it is recommended to take Yachtmaster Ocean Theory course . If you complete the course, you will be exempted from the written examination.

Some of our passages qualify for the RYA Yachtmaster Ocean certification where you can be a watch leader to meet the qualifying passage requirements. Our practical on-the-water training builds confidence, teaching you everything from basic terminology and safety tips to how to skipper a yacht and manage its crew.

Exam Syllabus

During the oral exam, the questions should generally be related to your qualifying passage but may also refer to longer passages if needed to find out if you are capable of an ocean crossing. You may be required to answer questions on all aspects of ocean passage-making in a yacht, including passage planning, navigation, worldwide meteorology, crew management and yacht preparation, maintenance and repairs.

After booking the exam and at least 1 week before the exam date you must provide the examiner with:

  • A narrative account of the planning and execution of the qualifying passage.
  • Navigational records, completed on board a yacht on passage, out of sight of land, showing that you navigated the yacht without the use of electronic navigational aids. As a minimum, this should include the planning, reduction, and plotting of a sun-run-meridian altitude or sun-run-sun sight and a compass check carried out using the bearing of the sun, moon, star or planet.

The examiner will not be hard on you if you provide a good narrative account and lots of navigational records. You should show him or her that you thought about many aspects of voyage planning and execution, and that you care about the safety of the yacht and the crew. You will definitely fail if you show a cavalier altitude.

The narrative should include the following:

  • Brief description of the chosen vessel and suitability for the voyage
  • Crew selection
  • Pre-checks on the condition of the yacht, including hull, rigging, engine, electrics and fittings checks
  • Navigational passage planning: route selection, sources of information to decide on a strategy, expected and possible durations of the passage if no wind/rig failure/divert to the port of refuge etc.
  • Navigational equipment: electronic and manuals
  • Weather: source of information pre-departure, weather forecasting sources on passage, actual weather experienced
  • Harbours planned: pilotage, reporting, berthing, customs and immigrations procedures
  • Ports of refuge
  • Watchkeeping rota
  • Consumables provisioning: victualling (water and food) and fueling/bunkering - estimating daily usage, the amount carried, allowance for delays, calms and emergencies, preparation for what-if scenarios (e.g. contamination of water, fridge failure etc.)
  • Consumables monitoring en route: fuel, gas, food, water, battery
  • Methods of charging batteries, battery capacity and electrical consumption calculations
  • Medical kit carried and preparation for medical emergencies (e.g. availability of suitable courses)
  • Standing orders
  • Safety briefing conducted
  • Routine equipment checks and maintenance, precautionary replacements
  • Drills practices before departure and during the passage
  • Fire precautions
  • VHF / HF / MF channels monitored
  • Communications equipment carried
  • Position reporting to shore stations
  • Navigational hazards including shipping lanes and shallows
  • Expected shipping traffic and other vessels encountered (e.g. fishing fleets)
  • Use of courtesy ensigns and Q flag
  • Emergency (contingency) plans: MOB, rig failure, hull breach, steering failure, port/hatch failure, engine failure, abandon ship, divert to the port of refuge, heavy weather preparation and tactics, emergency repairs (e.g. jury-rigging, repairing damage to the hull, jury-steering)
  • Spare gear and tools required, carried and used
  • Deck safety: clipping on and numbers of the crew on deck
  • Charts and publications used
  • Copy of ship’s log and charts
  • Navigation by sextant: all written sight reduction, compass check and plotting sheets completed at sea (not tidied up ashore)
  • Procedure for cleaning and securing the yacht at the end of the passage

The written exam will include questions on celestial navigation (sights and sight reduction) and worldwide meteorology.

If you hold the RYA Yachtmaster Ocean shorebased course completion certificate you will be exempted from the written examination.

What is an Ocean Yachtmaster

What is an ocean yachtmaster and how to become an ocean yachtmaster.

The RYA/MCA Ocean Yachtmaster Certificate of Competence (CoC) is the highest level certificate in the RYA scheme. It can be used by blue water leisure sailors and by commercial skippers and crew. Under the MCA Codes of practice the Ocean Yachtmaster Certificate of Competence holder, (with relevant commercial endorsement etc.) can skipper a vessel;

  • Up to 200 tonnes
  • Carrying up to 12 passengers
  • Anywhere globally (i.e. beyond the 150 miles from a safe haven limit imposed upon a Yachtmaster Offshore ).

Furthermore the Yachtmaster Ocean CoC Exam is required for the Chief Officer 3000 Certificate of Competence  (for yachts over 200 tonne).

There are 5 stepping stones to becoming an Ocean Yachtmaster CoC holder. Steps 1-4 can be taken in any order although the order presented below is the most logical. Step 5 can only be completed once the first 4 steps have been completed.

RYA/MCA Ocean Yachtmaster Certificate of Competence Oral Exam

It is technically possible to take the Ocean Yachtmaster CoC Oral exam without having previously completed the RYA Ocean Shorebased Course but not advised as it involves an additional written exam and you would require all of the relevant knowledge taught on the course. Further information is detailed the relevant 5 steps below;

Becoming a Yachtmaster Offshore Certificate of Competence Holder

While you can proceed towards the RYA Ocean shorebased course and the Ocean practical steps (qualifying passage and sights) you can not proceed to the Oral exam without first holding the Yachtmaster Offshore Certificate of Competence .

This is a 40-hour theory course. It can be taken;

  • Over 5 consecutive days face to face in the classroom
  • Over 13 evenings face to face night school in the classroom
  • Over 5.5 days face to face using zoom
  • Online in your own time.

Whichever format you choose the course culminates in a written paper.

The course concentrates on astro navigation, i.e using a sextant and the heavenly bodies (sun, moon, stars and planets) to fix your position. The course also devotes time to ocean voyage planning and worldwide meteorology.

RYA Ocean Shorebased Theory

While you don’t strictly need to be a Yachtmaster Offshore before taking the Ocean Yachtmaster Shorebased Course , the following knowledge is assumed before the Ocean Shorebased course starts;

  • Use of plotting instruments (plotter, dividers etc.)
  • Latitude and longitude, knots and nautical miles
  • Variation and deviation
  • Application of UT, DST
  • 2/3 Point fixes and angles of cut
  • Dead Reckoning / EP (and ideally the Running Fix)
  • GPS and other electronic nav aids
  • Coastal/offshore voyage planning
  • Sources of forecast information
  • Synoptic charts
  • Low pressure systems
  • Coastal communications /distress comms. (Navtex, VHF, EPIRBs and SARTs)

Is the Ocean Shorebased Written Exam Invigilated?

If you take a face to face Ocean Yachtmaster Shorebased Course then the written paper is invigilated and marked by your Instructor.

If you choose to take the Online or Webinar RYA Ocean Yachtmaster Shorebased Course then face to face invigilation may be required (see table below).

What qualifies as a RYA Yachtmaster Ocean Qualifying Passage?

An Ocean Qualifying Passage must have been taken in the last 10 years. Sea time prior to this date does not qualify. The passage must meet the following requirements

Ocean Candidate’s Role On Board

For your qualifying passage you should be either the skipper or mate in sole charge of a watch. You must have been  fully involved in the planning of the passage, including selection of the route, the navigational plan, checking the material condition of the vessel and her equipment, storing with spare gear, water and victuals and organising the watch-keeping routine.

If the skipper changes role at any point during the passage, then neither skipper can use the passage as a qualifying passage.

It is our opinion that it is impossible for multiple Ocean Yachtmaster candidates to use the same passage as their qualifying passage as you can not all fit the definitions above. More than two candidates would be highly unlikely more than three impossible.

The passage has several minimum requirements

  • Departure and arrival ports must be more than 600 miles apart by the shortest navigable route
  • Minimum non-stop distance of 600 miles must have been run by the log
  • At least 200 miles of that passage must have been more 50 miles from land (or charted objects capable of being used for navigation/position fixing, such as an offshore oil rig)
  • The vessel must have been at sea continuously for at least 96 hours

Passages such as recognised races which may not comply exactly with these requirements may be submitted to the RYA for consideration before the voyage.

Examples of Ocean qualifying passages (non stop passages)

  • Trans-Atlantic ARC Rally (Canary Islands to St. Lucia/Caribbean)
  • Between Azores and anywhere in mainland Europe/UK or the Canary Islands
  • Between Bermuda and any of; Bahamas, Caribbean, Canada or most of USA (parts of North Carolina fall below the requirements)
  • Between Bermuda and the Azores or Europe
  • Solent/UK to Cascais/Portugal,Algarve, Southern Spain or Gibraltar (assuming you follow the rum line or stay offshore when crossing Biscay)
  • Trans Pacific Passage (excluding passages between Alaska and Russia, on or close to the Bering Sea)
  • Atlantic Germany (Elbe) to Scotland, where the 200 mile run is impossible due to oil rigs)
  • Gibraltar to Northern Lanzarote where the mileage falls slightly below 600
  • RORC Fastnet Race which does not follow the shortest navigable route or have the 200 mile run
  • Northern Spain to Majorca, although well over 600 miles, very little of the passage is over 50 miles from land

Vessel used for Ocean Qualifying Passage

The yacht (or vessel) must be;

  • Minimum size 7m, LWL
  • Maximum size 500 tonnes (If the vessel is over 24m LOA then the candidate would need to hold an OOW 3000 Certificate of Competence to act as Officer of the Watch on the passage).

Sights and Compass Check by Sextant at Sea

You are required to provide your Ocean Examiner with a minimum of’

  • Sun Run Mer Pass (or sun run sun, sun run planet etc.)
  • Compass check carried out using the bearing of the sun, moon, a star or planet

Sights are usually taken on the qualifying passage however in some circumstances (such as lots of cloud cover) this is not possible. If sights have been taken on another passage then the following requirement apply to this passage.

  • The vessel must of been out of sight of land and charted objects when the sights are taken/used.
  • The vessel must be on a passage by the shortest navigable route. You can not therefore simply head offshore take sights and return to departure port.

We always advise candidates to present the examiner with more than the minimum required sights. If you present the examiner with additional sights and your preferred set suffers from errors you still stand a chance of passing the exam.

Prior to the exam you will need to provide the examiner with;

  • A narrative account of the planning and execution of the qualifying passage providing all relevant details.
  • Navigational records, completed on board a yacht on passage, out of sight of land showing that the candidate has navigated the yacht without the use of electronic navigational aids. The records must include as a minimum, planning, reduction and plotting of a sun run meridian altitude sight and a compass check carried out using the bearing of the sun, moon, a star or planet.

During the oral exam you will be required to answer questions on all aspects of ocean passage making in a yacht, including passage planning, navigation, worldwide meteorology, crew management and yacht preparation, maintenance and repairs.

If you already hold the RYA Ocean Shorebased Course Certificate , the exam typically takes 1.5 hours although examiners can continue questioning considerably longer. If you do not hold the Ocean Shorebased certificate then your exam will take considerably longer as you will also have to take a written test.

Does the Ocean Yachtmaster Qualifying Passage have to be on the same type of vessel as I took my Yachtmaster Offshore Exam on (i.e. power or sail)?

Most candidates will qualify in the same kind of vessel as they passed their Offshore exam, however it is possible to qualify as a Yachtmaster Offshore (power) and then comlpete the Yachtmaster Ocean requirements on a sail vessel (or vice versa).

I hold a OOW (Yacht 3000gt) CoC but not a Yachtmaster Offshore CoC

If you passed the Yachtmaster Coastal Certificate of Competence Exam instead of the Yachtmaster Offshore Certificate of Competence Exam as your entry requirement into the OOW 3000 CoC then you will not be eligible to hold the Yachtmaster Ocean Certificate of Competence. On passing the oral exam you will receive a pass confirmation certificate.

STCW PSSR Course

How do I commercially endorse the Yachtmaster Ocean Certificate of Competence?

Those working under the MCA Codes of practice will require a commercial endorsement. Information can be found at RYA Commercial Endorsements . If you already hold a commercial endorsement on your Yachtmaster Offshore CoC then it is simply transferred across.

Do I require any other certificates to operate commercially as an Ocean Yachtmaster?

To operate a coded sailing yacht in Category 1 or 0 waters (i.e. Over 60 miles from a safe haven) you will additionally require a RYA Diesel Certificate .

To operate the mandatory GMDSS radio equipment on a commercial vessel in Sea Area A2 (more than about 35 miles offshore) you require either a Long Range Certificate (LRC) or STCW General Operator Certificate (GOC) .

To skipper a coded vessel in Category 1 or 0 waters (i.e. Over 60 miles from a safe haven) you will additionally need to hold  STCW Proficiency in Medical First Aid and Proficiency in Medical Care , unless there is a current qualified nurse practitioner (or higher) on board.

If working aboard a vessel in Category 1 or 0 waters (i.e. Over 60 miles from a safe haven) you will need a ENG1 Medical certificate.  The alternatives which are suitable further inshore such as ML5 Medical Certificate  are not valid in category 1 and 0 waters.

A person holding a Yachtmaster Ocean qualification is experienced and competent to skipper a yacht on passages of any length in all parts of the world.

Details of Courses and Prices

The Yachtmaster Ocean exam is an oral and written test of your knowledge of ocean passage making including planning, navigation, worldwide meteorology, crew management, yacht preparation, maintenance and repairs. You will also be questioned on your sights taken at sea during an ocean passage.

We hold regular Yachtmaster ocean theory courses . these cover the essencial knowledge as well as practice in taking sights and plotting positions while sailing.

 
Ocean passage as skipper or mate of watch. The candidate was fully involved in the planning of the passage, including selection of the route, the navigational plan, checking the material condition of the yacht and her equipment, storing spare gear, water and victuals and organising the watch-keeping routine; During the passage a minimum non-stop distance of 600 miles must have been run by the log, the yacht must have been at sea continuously for at least 96 hours and the yacht must have been more than 50 miles from land while sailing a distance of at least 200 miles. Please see the ‘definition of passage’. All qualifying seatime must be within 10 years prior to the exam.
Oral and written assessment of sights take at sea. If you hold the Yachtmaster Ocean shorebased certificate you are exempt from the written assessment.
Hold a DoT Yachtmaster Coastal Certificate issued prior to 1973 or an RYA/MCA Yachtmaster Offshore Certificate of Competence. An RYA/MCA Coastal Skipper Certificate does not qualify.

 

A restricted (VHF only) Radio Operators Certificate or a GMDSS Short Range Certificate or higher grade of marine radio certificate. A valid first aid certificate* (first aid qualifications held by Police, Fire and Armed Services are acceptable).

The candidate must provide the examiner with:

  • A narrative account of the planning and execution of the qualifying passage
  • Navigational records, completed on board a yacht on passages, out of sight of land showing that the candidate has navigated the yacht without the use of electronic navigational aids.

The records must include as a minimum: planning, reduction and plotting of a sun run meridian altitude sight and a compass check carried out using the bearing of the sun, moon, a star or planet.

During the oral test the candidate may be required to answer questions on all aspects of ocean passage making in a yacht, including passage planning, astro navigation, worldwide meteorology, crew management and yacht preparation, maintenance and repairs.

The written exam will include questions on star sight planning and reduction and worldwide meteorology. Candidates who hold the RYA Yachtmaster Ocean Shorebased certificate, Royal Navy Ocean Navigation Certificate or a DoT Certificate of Competence as a Deck Officer will be exempt from the written examination.

Before you book your exam please check that you:

  • have completed the required mileage and experience as skipper
  • hold a VHF Radio Operators License or Short Range Certificate
  • hold a valid first aid certificate
  • have read the syllabus in RYA publications: G15 (sail) or G18 (power)
  • have read and comply with the pre-requisites above.

If you need a Yachtmaster Ocean Certificate of Competence in order to work on board a commercial craft subject to the MCA’s codes of practice, you will need to get it commercially endorsed – see left. You can then work worldwide as a Master of commercial vessels of up to 200gt.

The Yachtmaster Ocean Certificate of Competence can be used commercially in its own right. It is also a pre-requisite for the MCA’s Chief Mate, Master 500 and Master 3000 qualifications.

ICC - International Certificate of Competence (Sail)

Product code:, skipper license uk - the icc is the most widely recognised certificate of competence, for those planning to sail or cruise outside of the uk. this qualification is required by most charter companies within europe and the mediterranean..

The ICC assessment will enable you to complete your International Boat License UK. The course and assessment is run over  a 2 day weekend, with a maximum of 5 students onboard. This assessment is suitable for competent sailors with previous yacht skippering experience. For those who's sailing is limited, or who have no previous skippering experience, we would recommend taking the Day Skipper practical course instead.

 The assessment is a mix of theoretical and practical elements. Before you join us; you should be familiar with basic collision regulations, safety onboard, weather forecasting, basic chart work and pilotage. The practical side of the assessment covers manoeuvres under power, man overboard situations, picking up a mooring buoy and sailing a triangular course.

If your navigation is a little rusty, we would recommend that you take the RYA Day Skipper shore based course prior to attending an ICC weekend. This will give you the necessary chart work  and planning skills.

For holders of the RYA Day Skipper practical course completion certificate, the Coastal Skipper practical course completion certificate, or the RYA/ MCA Yachtmaster Coastal/ Yachtmaster Offshore certificate of competence - no further assessment is required. These certificates are of a higher level to the ICC.

If you hold any of the certificates listed above, you can apply directly to the RYA for an ICC, by submitting a copy of the ICC application form along with a copy of your certificate. This is free for RYA members and £45 for non members.

Please be aware that the RYA process a huge number of International Boat Licence applications and during busy periods, the turn around time for certificates may be  5 or 6   weeks. A fastrack service is available, with a  5  w orking day turnaround. 

If you are intending to take a boat through the European Inland Waterways system, i.e. canals, rivers, lakes etc. applicants must have passed a test called the CEVNI (European Inland Waterways Regulations).

Not included in the course fee:  Although accommodation is provided onboard, the mooring fees are split between the students. Wet weather jackets & salopettes are available to hire for £7.50 per day. A selection of accompanying course books & logbooks are available to purchase.

The International Certificate of Competency, commonly referred to as “ICC” is a certificate of competency, not necessarily a “course”.   The ICC is a certificate confirming that an individual is competent to the level required to meet the United Nations Economic Commission for Europe Inland Water Committee (UNECE IWC) Resolution 40 .  In 2013, IYT released “courses” to train to the level of competence for 10 Meter and 24 Meter named ICC <10m and ICC <24m.  Now it is 2020 and in hindsight we recognise this was not an ideal decision because charter agencies have begun to ask for a base level certificate and not the ICC.  We are encouraging candidates to take the base level course/s and gain that certificate instead of or in addition to the ICC.  Please read all of the information below for information regarding the base level certificates. 

Please note that each school must be approved by IYT Worldwide to offer the ICC to their students .  Only IYT schools that have been audited or inspected and are in good standing with IYT can offer the ICC certification.  We are happy to consider new school applications to offer this certificate.  Please note that we do not accept ISSA VHF qualifications.  (I f you are unsure if your radio license will be accepted, please send a scanned copy of the front and back of your license to [email protected] .  We will verify that your license is sufficient to receive the IYT International Certificate of Competency (ICC) license).  

Are you thinking of chartering in Europe? MAKE SURE YOU ARE QUALIFIED

IT IS WISE TO HOLD BOTH FLOTILLA SKIPPER (OR HIGHER) & THE ICC

In the past, if you were chartering in Europe, an International Certificate of Competency (ICC) may have been sufficient proof of your ability to safely operate a boat.

However, it has recently been brought to our attention that a number of  European charter companies and insurance companies will not accept an ICC as sufficient proof to command a yacht for a one week bareboat charter (power or sail). These companies are insisting that the charterer should hold an IYT International Flotilla Skipper or IYT International Bareboat Skipper, power or sail  (or equivalent qualification that is on their “approved” list).

The charter companies and insurance companies do not have a comfort level handing over an expensive yacht to someone who they feel is not sufficiently qualified to command it for a weeks duration.

Some customers have had their charters cancelled because they have only held an ICC. IYT has removed the restriction of “daylight hours” on the Flotilla and Bareboat Skipper Certificates.  This restriction was applied previously  because charter companies do not allow their boats to be operated after sundown.  We are leaving this decision up to the charter companies.  IYT highly recommends holding both Flotilla Skipper or higher as well as the ICC to avoid any issues when chartering or operating in European waters and harbours. 

It is imperative that you check with your charter company in advance of your charter to make sure that you hold the required qualifications. 

The ICC is required for operators of most vessels on both inland and coastal waters in a large part of the European Union.

  • Candidates who successfully complete the International Flotilla or Bareboat Skipper course also qualify to hold the 24M ICC provided the course was taken with a partner school approved to offer the 24M ICC. The school may order this extra ICC certificate for you or you may order directly from IYT by contacting [email protected] .
  • Candidates who successfully complete the Small Powerboat & RIB Master – MCA Recognised course also qualify to hold the 10M ICC.  Schools that offer the Small Powerboat & RIB Master – MCA Recognised course will also be approved for the 10M ICC Certification so there will be no issue regarding the partner school chosen for the “RIB” course. The school may order this extra ICC certificate for you or you may order directly from IYT by contacting [email protected] .

IYT's ICC Government Recognitions

The 24M ICC is recignised by the British  Maritime & Coastguard Agency (MCA).

The 24M ICC is also recognised by Transport Canada so that holders of the 24M ICC (Canadian Edition) will not require a Pleasure Craft Operator Card (PCOC) to operate a pleasure boat in Canada, provided the section on “Canadian Boating Requirements” has been completed. Holders of a current IYT 24M ICC can “upgrade” to the Canadian Edition by completing a short course and examination. This Transport Canada ICC remains MCA recognized.

The 10M ICC is recognised by the British Maritime & Coastguard Agency (MCA).

What is an ICC (and CEVNI) & where is it required?

As you may be aware, it is now mandatory to hold a recognised International Certificate of Competency (ICC) if you wish to charter a boat in certain European countries. It is generally required for the inland and coastal waters of Mediterranean countries. In Northern Europe and Scandinavia the ICC is generally not required, but it is strongly advised to check with any European country that you wish to charter in before you leave.

The ICC is a product of the United Nations Economic Commission for Europe (UNECE) Resolution 40. The ICC provides documentary assurance from one government to another that the holder meets the levels of competence laid down in Resolution 40 .

Who May Receive An IYT ICC Based On Resolution 40?

In accordance with UNECE Resolution 40 (Revision 4), citizens and residents of countries (listed below), that are signatories to Resolution 40, will be obliged to obtain an ICC from their own national issuing authority and not from IYT (with the exception of the United Kingdom, see below). The only exception for IYT to issue ICCs to citizens of these countries, is if the applicant can provide proof of residency* in a country not on this list. For example: an Austrian National living in Spain or Greece that can provide “proof of residency” in Spain or Greece would be allowed to receive an ICC from IYT.

*Proof of residency (examples) Utility bill (electric or gas), Property tax bill, Telephone bill, Insurance bill, IYT can issue ICCs to any other country’s citizens that are not listed below.

As of July 2023 the following countries have adopted resolution 40.

  • Czech Republic
  • Netherlands
  • South Africa
  • Switzerland
  • United Kingdom***

**Latvia accepts the IYT MCA Recognised ICCs issued to their residents or citizens.

***IYT has been authorised to issue ICC’s to United Kingdom Nationals and Residents for the past 18 years which are issued on behalf of the British Maritime & Coastguard Agency (MCA). Reference: UNECE Resolution 40 document Guidelines_to_Resolution_No. 40.pdf

Note: The list of UNECE member states that have accepted Resolution 40 is subject to change without notice therefore a person’s eligibility can change during the period the ICC is valid for. Should this be the case, the certificate holder must notify IYT and surrender the certificate. If the certificate holder cannot satisfactorily demonstrate his or her continued eligibility when the certificate expires it will not be renewed by IYT.

ICC Endorsements & Vessel Sizes

The Endorsements may be:

  • (Power -24m) for any power driven vessel up to 24 metres.
  • (Power -10m) for any power driven vessel up to 10 metres.
  • (Sail – 24m & Power 10m ) Sail vessel up to 24 metres. (Must include Power 10m for operating tender to and from shore).
  • (PWC) for personal water craft.
  • (Coastal waters) for coastal passages only.
  • (Coastal and inland) for use in the inland waterways of Europe as well as coastal. A CEVNI exam must be successfully completed. See below for more details.

What vessel sizes are covered?

For Sailing Vessels

The ICC Sail <24m, Power <10m covers sailing vessels <24 meters and power <10 meters . The power <10m is included as most sailboats have small dinghies for going to and from shore.

To gain this certificate the candidate must do the IYT International Crew & Flotilla/Bareboat Skipper Sail course (modules 1 – 11 and 13 – 25 in the IYT Recreational Programme contained in the “International Boating & Sailing Passport”). The candidate must either hold a recognised VHF Marine Communications Qualification or must do IYT’s module 12 which is the IYT VHF/SRC Marine Communications Course.

Note that the online ICC course includes all of the above mentioned modules, 1 – 25 which includes VHF/SRC.

For Power Vessels

the ICC certificate is based on which course you undertake as outlined below.

If you wish to operate a power vessel <24m, please do as stated above for sailing vessels (except of course take the power course).

If you wish to operate a power vessel <10m, please take the IYT/MCA Small Powerboat & RIB Master course. After successful completion of this course, you will be eligible to receive the ICC <10m Power.

How do I obtain an ICC?

Most IYT Partner Schools are approved to offer the ICC certification to their students. However, you should verify this with the school where you choose to train or on our website. The schools who are approved to offer this certification are determined by IYT. Please remember that candidates must meet the requirements outlined above regarding Resolution 40.

There are two ways to obtain an ICC. By holding an acceptable IYT Worldwide qualification as mentioned in the next section “Which IYT Certificates of Competency are recognised for obtaining an ICC without the need for an examination?” , OR, by attending one of these qualifying courses listed below with an IYT partner school approved to issue ICCs to their students.

If you hold an acceptable qualifying IYT Worldwide certificate please follow these instructions to obtain an ICC: (Note – See Resolution 40 requirements above to determine if you are eligible to receive an IYT ICC or if you must obtain from your own national issuing authority and not from IYT).

  • If you have not registered on our site and have a user I.D.# please do so.
  • Do this by going to “login” on the top menu bar, then register and follow the prompts.
  • IMPORTANT:  A digital signature is now required (as of Feb 28, 2024) in order for IYT to issue the ICC Certificate.  Please see these instructions on how to upload a digital signature to your IYT Account ID. https://iytnet.com/media/docs/How_to_add_signature_to_profile_for_ICC.pdf
  • Make sure to upload a current photo government issued I.D. such as a passport or identity card. We must have this to process your certificate.
  • Make sure to upload a good quality headshot photograph as this photo will be used on your certificate.
  • Make sure to enter the shipping address with phone number as this will be used when we mail or courier the certificate.

Send email to [email protected] with the following:

  • A scan of the valid (not expired) certificate you hold entitling you to receive the ICC certificate.
  • For 24M ICC – A scan of your valid (not expired) VHF certificate
  • For 10M ICC – A scan of your valid (not expired) VHF certificate, or if you’ve done the online Small Powerboat & RIB Master eLearning course, provide a scan of the downloadable PDF “Basic VHF-SRC Course Completion Certificate”.
  • Inland Waters Endorsement: If you wish to add the inland waters endorsement (such as French canals) to your certificate you will need to complete the CEVNI examination and the school will choose the certificate type “coastal and inland waters”.  You may do the online CEVNI course and exam   or  you may take the CEVNI exam at the school..
  • State where (which school) you took the course for your qualifying certificate.
  • State your IYT I.D. number (received at end of registration process).
  • Advise courier (fee depends on location) or airmail (free of charge). Note that we cannot trace airmail if lost.
  • An order/invoice will be created in our system and emailed to email address on profile for payment.
  • Once payment is made the order will be reviewed, processed and shipped.

If you attend a qualifying course with an IYT partner school approved to issue ICCs, the school will place an order for your qualifying certificate (ie. Bareboat Skipper, Small Powerboat & RIB Master) plus the ICC.  Please follow these instructions:

  • After successful completion of the course the school will order your qualifying certificate and the ICC for you. By doing so the school is attesting to your competence.
  • Inland Waters Endorsement: If you wish to add the inland waters endorsement (such as French canals) to your certificate you will need to complete the CEVNI examination and the school will choose the certificate type “coastal and inland waters”.  You may do the online CEVNI course and exam or you may take the CEVNI exam at the school.

If you wish to have an existing IYT ICC endorsed for navigating inland waters you must take the CEVNI exam.  To do this you may:

  • complete the online course “CEVNI EU Inland Waterways Endorsement eLearning” found here
  • go to an IYT school approved to offer the ICC and undertake the exam. In this case, the school must place the order for certification thus verifying successful completion.

Please note there are pre-requisite courses required for Flotilla Skipper and Bareboat Skipper.  They are IYT International Crew (or exhibit knowledge to this level) and IYT Marine Communications VHF-SRC (or recognised equivalent certificate).

* A 24M ICC can be awarded based on a Flotilla Skipper certificate; however, it is recommended candidates gain a Bareboat Skipper certificate.

** Please note that for Catamaran certificates, the equivalent ICC Certificate will not state “catamaran”.

Please note that training and examinations for the qualifications listed above must have been undertaken at an ICC approved facility and you must meet eligibility requirements outlined above regarding Resolution 40.

Who may obtain an ICC

IYT Worldwide has had approval from the M.C.A. (Maritime and Coastguard Agency of Great Britain) for many years to issue ICCs to United Kingdom passport holders and persons of other nationalities provided they are eligible under Resolution 40. See above. The school must be approved by IYT Worldwide to instruct the ICC course. The applicant must:

  • Be 16 years of age or older.
  • Be physically and mentally fit to operate a pleasure craft, and in particular, must have sufficient powers of vision and hearing.
  • Have successfully passed a written and practical examination or prove the necessary competence for pleasure craft operation by holding an acceptable IYT Worldwide certificate.

Is there a period of validity for an ICC?

The ICC is valid for a period of five years. See instructions for revalidation

Cancellation or Withdrawal of an ICC

IYT Worldwide may suspend or withdraw an ICC where the holder has by some action demonstrated that he or she has not complied with the conduct demanded of a holder of an ICC. The matter will be presented before the IYT Worldwide Training Board for adjudication.

Important Notice: Charter Brokers are asking for qualifications higher than ICC – Please be aware

Over the past few years, it has come to our attention that a large number of charter brokers are asking to see/verify a higher nautical qualification other than the ICC (International Certificate of Competency). The charter companies are asking for proof that a client is capable of handling a $400,000 charter boat for a weeks vacation, as the ICC does not prove this capability. As you can imagine, a broker would want to be sure that a skipper is fully capable of handling their vessels before renting.

The ICC is a certificate that based on one’s level of competency. It is not a “course”. In hindsight, IYT and IYT candidates would have been better served had we not allowed the ICC to be ordered as a qualification without proof of, at minimum, an IYT Flotilla or Bareboat Skipper Certificate, but ordered directly by candidates who hold these qualifications or higher.

Therefore, we highly recommend that schools purchase the IYT qualification as well as the ICC qualification for their candidates who want an ICC. This will eliminate any concerns of their ICC not being accepted by charter brokers.

In some instances, a candidate may hold their national qualification plus an ICC, which may be accepted by charter brokers. IYT obviously has no control over what brokers will or will not accept. We believe it is better to be on the safe side and ask the schools to make this recommendation to their candidates.

As you advance and become more proficient as crew or skipper you take on bigger challenges that require proper training to ensure the safety of your family and friends. The bigger the boat or length of adventure the more training you require.

RYA Yachtmaster Offshore Exam

Full details of the exam syllabus and requirements are shown in the RYA Yachtmaster Scheme Syllabus and Logbook (G158) available from the webshop (see right).

RYA Yachtmaster Offshore practical exams can be taken under sail or power and your certificate will be endorsed accordingly. The candidate or a training centre provides the boat and the RYA provides an examiner. Note: All qualifying sea time and passages must be gained on vessels appropriate to the type of exam i.e. gained in sailing vessels for a sail exam and power vessels for a power exam.

There is no formal training course leading up to the exam, but those who have not previously taken RYA courses often find it useful to book themselves in for some informal training at an RYA centre prior to their exam. This training can be tailor-made to your specific needs and helps to fill any gaps in your knowledge that may become apparent.

The exam will include an assessment of your skippering skills, boat handling, general seamanship, navigation, safety awareness and knowledge of the IRPCS, meteorology and signals.


Documented minimum sea time completed on a seagoing sailing or motor yacht (as appropriate) in the last 10 years:

At least half the qualifying sea time should be gained in tidal waters and on vessels less than 24m LOA, and all seatime must be on vessels of the same discipline as the exam to be taken, i.e. sail or power.

Boats used for exams

You may use your own boat or a boat that you have chartered or borrowed. You will be responsible for ensuring the boat is seaworthy and suitable for the area in which the exam takes place and equipped as shown below.

The boat used must be between 7m and 18m (LOA) and be in sound, seaworthy condition, equipped to the standard set out in the RYA Boat Safety Handbook 2nd Edition (code G103). The boat must be equipped with a full up to date set of charts and navigational publications along with working instruments and either plotter or GPS. In addition to the candidate there should be two crew on board as the examiner will not take part in the management of the boat during the exam.

There may be vessels that will meet the guidelines outlined above but by virtue of their layout, construction, handling characteristics or other factors may be unsuitable for use for an RYA Yachtmaster Practical examination. The RYA reserves the right to refuse an exam on a vessel that, in the view of the RYA Chief Examiner, will not allow the examiner to conduct an examination to the standard required by the RYA/MCA Yachtmaster Qualification Panel.

Before you book your exam please check that you:

  • can provide a boat
  • have completed the required mileage and experience as skipper
  • hold an SRC (Short Range Certificate) or higher level GMDSS radio operators qualification
  • hold a valid first aid certificate
  • have read the syllabus in RYA Logbook (G158)
  • have read and comply with the pre-requisites above.

Additionally if not on the boat, you will need to bring to the exam:

  • laminated or waterproof charts
  • GPS set (may be hand held)
  • tide tables
  • pilotage information for the local area, eg pilot books, port information etc
  • plotting instruments.
  • Photographic ID card or document, such as a passport or driving licence

If you need your Certificate of Competence in order to work on board a commercial craft subject the MCA's codes of practice, you will need to get it commercially endorsed .

Definitions.

  • Skipper:  The skipper is the person nominated and responsible for the planning and execution of a passage including vessel and watch management. The skipper is not necessarily the most experienced or qualified person on board but must be the person with responsibility for the safe execution of the passage. If the skipper's role is transferred to another person at any time during a passage then neither person can claim to have skippered that passage.
  • Mate:  For the purpose of qualifying passages, a mate is any person on board who has sole responsibility for managing a navigational watch during a passage. They must be actively engaged in the planning and execution of a passage.
  • Tidal:  An area is deemed tidal if published stream, current or tidal range data is available, the influence of which is significant enough to require the effects to be taken into account to plan and execute a safe and efficient passage.
  • Days on board:  A day on board or as skipper is a period of eight consecutive hours living on board, the majority of which the vessel should have been at sea. Periods of less than eight hours cannot be aggregated to make up eight hours. Only one eight-hour period may be counted in any 24 hour period.
  • During a qualifying passage there should be no change of skipper or mates. Trainee skippers undertaking 60 mile passages are strongly advised to obtain a Coastal Skipper qualification first.

Additional for RYA Yachtmaster Ocean:

  • Candidates on Ocean qualifying passages must have acted in a capacity of either mate or skipper throughout the entire passage.
  • If circumstances prevent astro sights being taken on the ocean qualifying passage candidates may take their sights on another shorter passage. Such sights must be taken whilst the vessel is on passage and out of sight of land or charted objects capable of being used for navigation/position fixing. The examiner will determine whether the candidate is competent at astro navigation.
  • Qualifying passages, sea time and days as skipper must take place on a suitably sized vessel appropriate to the discipline being examined, as detailed below.

  • Up to 50% of the minimum requirement. Evidence of status on board required by testimonial or seaman's discharge book.
  • For vessels up to 200gt candidates must hold a commercially endorsed RYA Yachtmaster Offshore or higher Certificate of Competence. For vessels over 200gt candidates should hold an STCW Officer of the Watch (Yacht 3000gt) Certificate of Competence or higher to be able stand navigational watches during the passage. Please see MSN 1858 for further information.
