Naval Yachts GreeNaval 47 was designed for large families who care for the environment and for their budgets. Naval Yachts GreeNaval 47 as a hybrid yacht, as distinct from the other hybrid boats in its class, has an electric motor. 

Naval Yachts GreeNaval 47 has  20 N.m. daily range and is able to cruise 2 hours by solar panels. In addition, thanks to DC generator, Naval Yachts GreeNaval 47 has  2.000 N.m range  with 6 knots speed.

GN40 is a hybrid yacht designed for safe cruising. It benefits from low maintenance, manual operations and zero fuel consumption.

Our GN40 hybrid yacht provides a spacious interior with luxury fittings. Glamour and sophistication in comfortable surroundings.

Natural sources provide the energy for the on board hot water and air conditioning. This results in a large cost saving.

The batteries will provide 20 miles of motoring daily. Pure electric and zero fuel consumption.

The solar panels will produce up to 14kW of power daily. This means the GN40 can cruise at 5 knots for an extra 2 hours. The generator is also available for recharging the batteries. It can also propel the electric motors via the service batteries.

Expertise and innovation

The Merré shipyard has been a specialist in naval construction for over a century and produces Green Navy hulls in France. Merré works with the French national navy force, port authorities, shipowners and operators. The hull construction of our first catamaran in PAX configuration, named ‘Prometeo’, commenced in the third quarter of 2023.

Electro-hydrogen propulsion

Our ships will be powered by electric motors powered by NMC Lithium-ion batteries. They will carry hydrogen stored at 350 bars as a Range-Extender. The fuel cells will combine this carbon-free and renewable energy source with the oxygen present in the air to produce electricity and recharge the battery fleet. During their operation, PEM fuel cells will produce water vapor for their only emission.

Electro-hydrogen propulsion is therefore cleaner than any other motorised propulsion using fossil fuels because it does not produce greenhouse gas emissions or air pollutants. It is silent, odourless and vibration-free, and it offers superior efficiency. These major benefits make Green Navy’s electro-hydrogen propulsion better for the environment and closer to the global goal of clean and sustainable shipping.

The Green Navy solution goes much further.

Green Navy will be the first company in Europe to implement this technology on board in the context of passengers and goods which makes our catamaran unique in the marketplace.

The vessel will be supplied with green hydrogen to ensure a complete carbon-free chain. In addition, we are developing an innovative transmission system with an optimised reduction system that develops greater torque at reduced propeller rotation speed. This will improve efficiency and reduce the energy consumption of our vessels.

Our commitment to efficiency has seen us work closely with G-Sea Design on the ultimate precision of structural calculations. This has resulted in a lightweight catamaran prototype with exceptional strength and rigidity – tested in all weather conditions and in passenger/cargo/ and combined configurations.

We are designing and producing in France a clean technological vessel that is carbon-free with low energy consumption, offers full marine capacity, and is available at short notice.

Our team of engineers has optimised the propulsion system and the architecture of the vessel to reduce its mass and provide an adaptable, efficient and environmentally-friendly solution.

Our boats are powered with Green Hydrogen  derived from the electrolysis of water using renewable energy.

Co-founder of Green Navy, Guy is a naval architect and maritime expert with 50 years of experience. He has demonstrated his commitment to carbon-free mobility by working on the design and improvement of precursor boats in this sector – in particular, the Energy Observer and the Planet Solar . We owe to him the design of the Green Navy prototype boat.

Atila Perez

Founder of Green Navy (2019), Atila Perez is committed to reducing the environmental footprint in the maritime transport sector. Born in Mexico, he has lived in France since 1999. After an early career in the catering sector, Atila is now at the helm of three Carrefour retail shops.

Grégoire Lebigot

Partner of Green Navy, Grégoire is also the Chairman and Founder of VALLAIR, a Franco-Luxembourgish group specialising in the maintenance of airliners (MRO), as well as in the recycling activities of mature aircraft, engines and aeronautical components. With a cumulative experience of 30 years in aviation, notably at Airbus and Air France, Grégoire has developed a pioneering aircraft disassembly and cargo conversion business in Europe.

Charles Cardi

Our newly appointed Chief Executive Officer. Cardi is a maritime expert with cross-functional experience and a background in electro-technical studies, he joins the organisation from UNI Bateaux in Ajaccio, Corsica, where he was responsible for all sales and charter operations of motor yachts, catamarans, trawlers and NUC passenger boats.

Green Navy unveils electro-hydrogen catamaran Prometeo for commercial passengers and cargo operators

French company Green Navy officially is presenting Europe’s first electro-hydrogen catamaran for commercial passenger and cargo activities, Prometeo, at the Monaco Sustainable & Smart Marina Rendezvous 2023 event (September 24 and 25).

Green Navy is collaborating with governments, research institutions and industry partners to showcase the advantages of hydrogen storage and fuel cell development across a range of marine applications, from regular island hopping to growing eco-tourism.

Green Navy claims to be the first company in Europe to implement this technology on board a passenger catamaran. In addition, the vessel will also be supplied with green hydrogen to ensure a complete carbon-free chain. Green Navy has also developed a transmission system with an optimized gearbox that develops greater torque at reduced speed, improving efficiency and making it easier for the crew to operate.

“Our team of engineers has reengineered the propulsion system and the vessel architecture to reduce mass and optimize energy efficiency” said Charles Cardi, CEO of Green Navy. “Green Navy offers adaptable, efficient and environmentally friendly solutions for operators to buy or lease. Prometeo is carbon-free, silent, vibration-free, odor-free, and easily maneuverable – which makes it a pleasure for crews and passengers alike.”

Production of Prometeo is already underway at Merré shipyard in Nort-sur-Erdre and transportation of the passenger catamaran’s twin hulls to the Merré shipyard in Brest is scheduled for spring 2024. The launch ceremony for this globally important vessel will take place in spring 2025.

“Our commitment to efficiency has seen us work closely with G-Sea Design on the ultimate precision of structural calculations,” Cardi continued. “This has resulted in a lightweight catamaran with exceptional strength and rigidity – tested in all weather conditions and in passenger/cargo/ and combined configurations.

“We have a clean technology vessel that is carbon-free with low energy consumption, offers full marine capacity, is made in France and available at short notice.

“Our electro-hydrogen solution is adaptable to every operator’s budget. Any size of craft can be built with a carefully calculated and optimized weight/performance ratio that dictates the number of batteries and hydrogen bottles required.”

Sea Drone Attack on Russian Fleet Puts Focus on Expanded Ukrainian Arms

Military experts say that the apparent use of remote-controlled boats to attack Russian ships over the weekend is likely to demonstrate a new capability for Ukrainian forces.

The small boat speeds toward a much larger ship in the distance, cutting through choppy waves and dodging gunfire, presumably from a helicopter shown hovering above. A now-viral video of its journey ends inconclusively, without showing its fate or what happened to what is suspected to be its intended target: Russia’s strategically important Black Sea Fleet.

The original source of the video and the origin of the vessel it was taken from remain unconfirmed. But military experts say they believe it to be footage from a remote-controlled attack on the Russian naval fleet off the Crimean port city of Sevastopol over the weekend — an attack that Russia said was carried by seven such boats accompanied by air drones, and has accused Ukraine of carrying out with British assistance.

Russia said that it had recovered the wreckage of sea drones used to target its fleet in Saturday’s assault and that the attack was the reason it was suspending a critical deal that had allowed for the export of grain from Ukrainian ports to help alleviate a global food crisis.

British officials have denied involvement, while Ukrainian, American and other Western officials have mostly refused to comment about the video or the attack. But the attack comes a few months after the United States, among other NATO allies, said it was supplying Ukraine with remote-controlled boats, even while, unusually, refusing to give details about that military aid.

In Washington, a Pentagon official who briefed journalists on Monday on condition he not be named said the United States had concluded that there were explosions near Russian naval vessels off the coast of Sevastopol, but declined further comment.

P.W. Singer, a specialist on 21st century warfare at the New America think-tank in Washington, said it was clear from videos on social media and other public reporting that the attacks on the Russian fleet “definitely” involved multiple remote-controlled boats and aerial drones in a complex assault that “points to higher skill levels, higher competence” by Ukrainian forces.

Ukrainian officials have not commented publicly on Saturday’s attack, in line with a policy of official ambiguity about such strikes. But if the attack is confirmed, it would be a new example of Ukrainian forces hitting sensitive Russian sites from afar and expanding its battlefield capabilities after months of accelerated military aid from Western nations.

Drone boats are not a new weapon. Some were designed more than 100 years ago, including by the Serbian-American i nventor Nikola Tesla , and used by the Germans as far back as World War I.

Yet in a conflict that may reshape modern warfare, their apparent use in Ukraine recently has galvanized military planners and intrigued experts.

The United States and its allies, which have provided extraordinary details about the flood of other weapons they have sent to Ukraine, also have refused to discuss the uncrewed vessels.

“I can promise you the damn thing works,” John Kirby, a Biden administration spokesman, told reporters on April 13 , after the United States first announced it would be sending an unspecified number of drone boats to Ukraine.

Russia’s Defense Ministry reported that the attack on Saturday morning — which it said was carried out by nine flying drones and seven on the sea — had caused “minor damage” to one of its minesweepers, the Ivan Golubets.

Other footage circulated on social media from the same day appeared to show infrared video of an attack on a different warship as well. GeoConfirmed, one of several volunteer groups that closely track battlefield movements in Ukraine, said the ship shown being attacked in that footage matched details of the Russian Navy frigate Admiral Makarov . That warship is believed to have become Russia’s flagship in the Black Sea after its warship Moskva was struck in April by Ukrainian missiles and sunk — a humiliating blow that officials said was made possible, in part, by American intelligence .

Mr. Singer, the warfare expert, said that the attack on Russia’s navy on Saturday, together with Ukraine’s sinking of the Moskva in April, was a striking accomplishment given Russia’s vast naval superiority over Ukraine, which lost most of its own navy when Moscow annexed Crimea in 2015.

“The Ukrainians, the way they took out the Moskva , these multiple attacks on the harbors — it’s not going after them the old conventional way,” Mr. Singer said in an interview on Sunday. “It’s exploiting weaknesses. And across this war itself, no one knows Russian weaknesses better than the Ukrainians,” he said. “They trained on the same systems originally, and it’s their turf.”

Weapons experts who have analyzed images of the small seacraft — described as about the size of a kayak or a torpedo — said it appeared to be the same kind of boat that washed up six weeks ago on a Sevastopol beach after an explosion off the city’s coast. At that time, analysts at NavalNews, a specialized trade journal , said the vessel appeared to be built for speed and was small enough to assure only limited radar detection.

It may also have been built as a kind of kamikaze boat, designed to crash into Russian warships — similar to the aerial drones that Ukraine and Russia each have used, with devastating effect, against ground targets. The NavalNews analysts said the shape of the small uncrewed boat suggests it could carry a warhead — potentially either an air-launched bomb or artillery shell.

Where the drone boats came from remained unconfirmed.

On Monday, the Russian state-owned station NTV repeated Moscow’s unsubstantiated claims that the attack was launched with the help of British forces, and broadcast a video clip of observers purportedly speaking in a British accent to bolster its claim. The Russian Ministry of Defense said British naval forces had been training Ukrainian troops in the Black Sea port city of Ochakiv since this summer.

In a tweet on Saturday , the British Ministry of Defense denied Moscow’s accusations as “false claims of an epic scale.”

“This invented story, says more about arguments going on inside the Russian Government than it does about the west,” the British ministry said in the post.

The British government has been helping to train and otherwise bolster Ukraine’s depleted navy since 2014, and last year it sent a destroyer, the HMS Defender, to the Black Sea near Crimea to show support for Ukraine and try to establish the idea that those waterways should be free for Ukrainian use. It was met by warning shots fired by Russian forces.

Germany said it had recently sent two surface drone boats to Ukraine and plans to send eight more. And though U.S. officials said on Sunday that the United States had not assisted with Saturday’s attack, they have been consistently vague about the remote-controlled coastal defense ships that Washington first said it would deliver in April.

“Coastal defense is something that Ukraine has repeatedly said they’re interested in,” Mr. Kirby said on April 14 . He called it “particularly an acute need now” in the Sea of Azov and the northern Black Sea.

In September, a senior NATO official described the remote-controlled boats as “torpedo-sized” but also would not discuss their capabilities or who had supplied them to Ukraine. NATO officials also did not respond to requests for comment on Monday.

It’s not clear why the remote-controlled boats would demand such a high level of secrecy, particularly given the enthusiasm that the United States and its allies have shown in discussing other weapons they have sent to Ukraine.

Some experts have described the most recent class of drone boats as still in experimental phases, including what Mr. Singer said were some recent test operations around the Arabian Peninsula .

Whatever their origins, Mr. Singer said the use of drones added a particular element of terror in the battlefield. “There is something about drones — something about the unmanned aspect of it that drives more controversy, drives more fear.”

4 Russian Navy Ships Have Arrived in Cuba. But Their Visit Is More Bark Than Bite.

The truth behind the visit exposes a secretly struggling fleet.

State Visit

The four ship task force departed the Kola Peninsula on May 17th, sailing across the Atlantic and arriving off the coast of Florida before entering Havana harbor. Cuba greeted the ships with a salute of cannon fire, and the ships passed fishermen and well-wishers. The warships will stay in Cuba from June 12-17 as part of “historically friendly relations” between the two countries, according to CNN .

The ships include the frigate Admiral Sergei Gorshkov , the guided missile submarine Kazan , the fleet tanker Pashin , and the tug Nikolai Chiker . The ships are part of the Northern Fleet, the largest of Russia’s four fleets. Two other fleets, the Baltic and the Black Sea Fleet, face North America. The Baltic Fleet is relatively small, and the Black Sea Fleet has taken heavy casualties in Russia’s war with Ukraine—they’ve lost ten warships , including a cruiser and a submarine, and another six have been damaged.

During the approach to Cuba, the ships sailed within the U.S. Exclusive Economic Zone, or EEZ. EEZs are internationally recognized zones belonging to countries with maritime borders. The country is able to regulate economic activity in the zone—by, for example, keeping foreign fishing boats or oil rigs out—but in other respects, the regions are treated as international waters. Foreign warships can travel in and out of EEZs freely.

Admiral Gorshkov is a Project 22350 frigate. Commissioned in 2018, Gorshkov is the lead ship of its class and one of the first Russian Navy post-Cold War designs. Construction began in 2006, but due to financial troubles, it wasn’t completed until 2018. The ship displaces 5,400 tons fully loaded, and is equipped with one 130mm rapid fire gun, 16 vertical launch missile silos (for land attack and anti-ship missiles ), 32 vertical launch silos (for Redut medium range surface to air missiles), two Palash close-in weapon systems (similar to the American Phalanx), eight anti-submarine torpedo tubes, and one Kamov Ka-27 helicopter.

Gorshkov is technically a general purpose frigate, capable of a variety of roles that include anti-surface warfare and anti-submarine warfare. A lack of long range surface to air missiles makes it marginally useful for defending other ships—such as cruisers or aircraft carriers—or ships in convoys. It is much better armed than its U.S. Navy counterparts, the Freedom and Independence -class littoral combat ships. One notable feature is the ability to carry Zircon scramjet-powered hypersonic anti-surface missiles.

Kazan (top) is a Yasen, or Project 855 guided missile submarine. The Yasen class is considered one of the most capable classes of submarines in the world. Kazan is 393 feet long, displaces 11,800 tons, and (thanks to its OK-650KPM pressurized-water nuclear reactor) can achieve speeds up to 31 knots submerged. Like all submarines, it is also equipped with torpedo tubes—in this case, ten tubes. Each of those tubes is armed with UGST-M heavyweight guided torpedoes , which are capable weapons against surface ships or other submarines.

The Project 855 submarines are designed to carry a large number of cruise missiles—specifically, the Oniks anti-ship and Kalibr land attack cruise missiles . Oniks, traveling at Mach 2.5, would be a real challenge for the surface-to-air missile defenses of enemy warships to shoot down. Kazan can also carry 32 Kalibr cruise missiles, which can carry both conventional and nuclear warheads. This triggered concerns in the U.S. government that Kazan and its sister ships could launch a decapitation strike against Washington D.C. and other strategic targets, their low-altitude flight profile evading detection until it was too late.

Pashin , or Akademik Pashin , is a fleet oiler designed to replenish other ships at sea. Pashin, commissioned in 2020, is the newest ship in the flotilla. It displaces 14,000 tons fully loaded with 9,000 tons of diesel fuel and is unarmed.

The seagoing rescue tugboat Nikolai Chiker is one of the hardest working ships in the Russian Navy. At 7,542 tons, it’s a large tugboat, and accompanies Russian warships on long voyages overseas. This is not a normal procedure in blue water (ocean-going) navies—the U.S. Navy, Japanese Navy, and even the Chinese Navy do not send rescue tugboats on operational deployments. In 2015, Chiker took the carrier Admiral Kuznetsov under tow in the Bay of Biscay, apparently after the big carrier had broken down.

The Russian naval force has not gone unnoticed. The U.S. destroyers Truxton and Donald Cook shadowed the ships as they passed the East Coast, with P-8 Poseidon maritime patrol aircraft flying overhead. The Coast Guard Cutter Stone is also keeping tabs on the ship, as is the Canadian frigate HMCS Ville de Quebec .

The combination of ships in this naval grouping is unusual for such a high profile trip. Frigates would typically be the smaller surface ships in the group, and submarines often make their own, solitary port visits. There’s nothing unusual about Pashin ’s inclusion, but Chiker ’s presence suggests concern in Russia that one or more of the ships is at risk of breaking down. It’s also a weak task force—a visit of Russian warships sunk and damaged in the invasion of Ukraine (which has no navy) would be arguably more capable than this one. But as Russia’s Navy continues to shrink, or sink, we may remember this flotilla as one of the larger ones.

Russian warships sailed into Cuba’s main harbour in what appears to be a show of strength by Moscow amid heightened tensions with the US.

On Wednesday, dozens of Havana residents gathered and watched as Russian warships sailed into Cuba’s main harbour – in the latest display of naval strength by Moscow amid heightened tensions with the United States.

The Caribbean nation is a neighbour of the US, which at its closest point, is just about 150 kilometres (94 miles) away, but have had tense relations for decades.

While it is not the first time Russian navy ships have visited Cuba, this convoy appears to be the largest in several years. The fleet is expected to stay between June 12 and 17 and the public will be allowed to take tours of the vessels.

Here’s what we know about why Russia has sent ships to Cuba now, how far back Russian-Cuban ties go, and why the two have gotten closer in the past year:

Why are the warships in Havana?

The flotilla is part of a “friendly” routine visit between the two countries’ navies, Cuban officials have said. The crew on board are expected to conduct military training exercises during their time in the Caribbean.

But analysts have said Moscow’s move is largely calculated to flex naval muscle in the US’s back yard. The detachment comes after escalating tensions between Russia and the US, following President Joe Biden’s decision in May to allow Ukraine to attack Russian targets with American weapons.

Russian President Putin has promised retaliation against not only the US, but also other Western allies of Ukraine who also removed restrictions on using their weapons against Moscow.

“That would mark their direct involvement in the war against the Russian Federation, and we reserve the right to act the same way,” Putin said last week, adding that Moscow was ready to use nuclear weapons.

Benjamin Gedan, director of the Latin America programme at the Washington, DC-based Wilson Center think tank, told The Associated Press news agency that “the warships are a reminder to Washington that it is unpleasant when an adversary meddles in your [neighbourhood].”

The naval show-off is also meant to reassure Moscow’s Latin American allies – Cuba and Venezuela, of its continued support for them against Washington, some experts said.

Like Russia and Cuba, economically ravaged Venezuela has unpleasant relations with the US and is under American sanctions.

What ships did Russia deploy and how much of a threat are they?

The Russian fleet includes four vehicles in total.

  • Admiral Gorshkov: is the lead ship in the convoy. The frigate – that is, a warship that is light to steer and can be easily manoeuvred – is one of the Russian navy’s most modern models. It is capable of carrying out long-range missile attacks and anti-submarine warfare while being difficult to spot with radars because of the use of stealth technology. The ship is equipped with Zircon hypersonic missiles, which Putin has in the past said can fly nine times faster than the speed of sound at a range of more than 1,000km (more than 620 miles). It also carries Kalibr and Oniks cruise missiles.
  • Kazan: is a nuclear-powered submarine and houses a nuclear reactor. The vehicle is also believed to be equipped with missiles from the Kalibr and Oniks families.
  • Pashin – the fleet’s oil tanker, and a rescue tugboat – Nikolai Chiker – complete the convoy as support vehicles.

How has the US responded?

US officials are publicly downplaying the deployment, and say it is part of usual port-calls between Russia and Cuba.

White House National Security Adviser Jake Sullivan told reporters on Wednesday that such naval exercises were routine and that there were no signs Moscow was transferring missiles to Havana.

Last July, Perekop – a Russian training ship equipped with anti-aircraft guns and a rocket launcher – was on a four-day visit to Havana and conducted “a range of activities” according to Cuban officials. The Admiral itself visited in 2019.

“We have seen this kind of thing before, and we expect to see this kind of thing again, and I’m not going to read into it any particular motives,” Sullivan said, adding that the US would remain vigilant.

The US deployed ships and planes that monitored the movement of the fleet even before it arrived in Cuba and assessed there were no nuclear weapons on board, officials speaking to US media said, noting that the fleet stayed in international waters throughout.

What are Cuba and Russia saying?

Russia’s Defence Ministry said on Tuesday that the fleet had conducted drills in the Atlantic while on the way to Cuba.

The Russian crew practised using high-precision missile weapons with the aid of computer-simulated enemy ship targets located at a distance of more than 600km (more than 320 nautical miles), according to the ministry.

Meanwhile, the Cuban Foreign Ministry, before the fleet’s arrival, stressed that none of the warships would carry nuclear weapons and added that their presence “does not represent a threat to the region”.

“Visits by naval units from other countries are a historical practice of the revolutionary government with nations that maintain relations of friendship and collaboration,” the ministry said in a statement.

Is this a replay of 1962?

Both Russia and Cuba have long been united in their opposition to the US. During the Cold War, their ties deepened intensely, as the then-Soviet Union befriended the ideologically aligned Havana. Moscow provided financial aid, military equipment, and naval training, boosting the country’s military might in the Caribbean.

Things came to a head in 1962 when Moscow transferred nuclear weapons to Cuba, prompting a response from the US, which imposed a naval blockade on Havana in response. That tense episode is now known as the Cuban Missile Crisis of 1962.

The fall of the Soviet Union saw Cuba lose a major economic partner and fall into economic depression. But in recent years, the countries’ cooperation has again deepened.

Analysts have said this week’s naval show-off marked that intensifying relationship, but noted that it does not necessarily mean a rehash of events in 1962. Rather, Cuba, in particular, is again drawn to Russia for economic reasons, rather than ideology.

How have their economic ties deepened in the past year?

In the longest-lasting trade sanctions in modern history, the US has since 1958 banned American entities from trading with Cuba – following Fidel Castro’s overthrow of a US-backed government in Havana.

Although the sanctions have been eased at different times, they have largely remained over the years. In 2015, US President Barack Obama decided to restore diplomatic ties with Cuba after 50 years, but his successor Donald Trump reversed course nearly four years later.

That has partly contributed to a continuing economic crisis in the Caribbean country – alongside shaky government economic policies – analysts said.

“The blockade qualifies as a crime of genocide,” Cuban Foreign Minister Bruno Rodriguez Parrilla said at a UN General Assembly meeting in November, referring to the US sanctions.

Deteriorating public services, regular power cuts, food and fuel shortages, and high inflation have pushed Cuba into its worst economic crisis in decades.

In recent years, Cuba has again turned to Russia, aiming to draw foreign investors. The two countries, last May, kicked off a series of economic partnerships, including one that will allow Russian businesses to lease Cuban land for 30 years – an unusual move in the largely closed-off country.

Bilateral trade between Cuba and Russia reached $450m in 2022, three times that of 2021, Russian officials said. About 90 percent of the trade comprised sales of petroleum products and soy oil, as Russia pumps in badly needed fuel to the country.

Ricardo Cabrisas, Cuba’s former minister of foreign commerce, told reporters on the sidelines of a business forum hosting Russian investors in Havana last May that the economic ties between Russia and Cuba would only grow stronger.

“Nothing and no one can stop it,” Cabrisas said.

Russian sailors were seen standing on a nuclear-powered submarine as it entered Cuban waters Wednesday with three Russian naval ships.

The vessels are expected to stay in Havana through the weekend ahead of military exercises in the Caribbean in the coming weeks.

Photos taken in Havana showed the submarine, identified as the Kazan, cruising into the Cuban capital city's harbor about 100 miles southwest of Key West, Florida.

The U.S. intelligence community assessed that while the submarine is nuclear powered, it isn't carrying nuclear weapons, a U.S. official told CBS News national security correspondent David Martin.

Crowds were seen onshore watching small boats accompany the parade of ships into Havana's harbor.

Cuba's Foreign Ministry had identified the Russian ships as the frigate Admiral Gorshkov, the fleet oil tanker Pashin and the salvage tug Nikolai Chiker.

The Admiral Gorshkov was previously used to test Russia's hypersonic cruise missiles , according to the Reuters news agency.

The Russian ships were shadowed by U.S. Navy ships as they made their way to the island nation, the U.S. official told Martin. The American shadowing will continue when the ships leave Havana, which is expected to be next week.

The ships' arrival coincided with Cuban Foreign Minister Bruno Rodríguez's meeting with Russian Foreign Minister Sergey Lavrov in Moscow.

White House national security spokesman John Kirby told CBS News that the Russians' time in the Caribbean wasn't expected to pose a threat to the U.S.

"Clearly this is them signaling their displeasure about what we're doing for Ukraine ," Kirby told CBS News senior White House and political correspondent Ed O'Keefe last week.

U.S. forces are keeping close watch on a flotilla of Russian warships that reached Cuba on Wednesday in an apparent show of force by President Vladimir Putin flexing his missiles in the Western Hemisphere.

The port call in Havana, Moscow’s longtime ally, comes less than two weeks after the Biden administration said it would allow Ukraine to use U.S.-provided weaponry against some military targets inside Russia.

The four Russian vessels arrived in Havana Harbor fresh from military exercises in the North Atlantic Ocean, Russia’s Defense Ministry said. They’re due to stay through Monday.

The ships aren’t carrying nuclear weapons, the Cuban and Russian foreign ministries have said, “so their stop in our country does not represent a threat to the region,” Havana said last week.

Here’s what you need to know.

Russia practiced firing high-precision missiles in the Atlantic

The Russian flotilla includes the frigate Admiral Gorshkov and the nuclear-powered submarine Kazan, a medium tanker and a rescue tugboat. Even without nuclear weapons, the frigate and the submarine are capable of launching Zircon hypersonic missiles, Kalibr cruise missiles and Onyx anti-ship missiles, Russia’s most highly touted modern weapons.

Several hours before entering the Havana harbor, Russian defense officials said, the flotilla completed an exercise in “the use of precision missile weapons.” Sailors used computer simulations to “hit” targets without launching actual missiles.

In Moscow, Russian Foreign Minister Sergei Lavrov met with his Cuban counterpart, Bruno Rodríguez Parrilla. Lavrov affirmed Russia’s “continued support for Havana in its just demand for a complete and immediate end” to Washington’s 62-year embargo on most trade with Cuba and the removal of the country from the State Department’s list of state sponsors of terrorism.

The visit came on Russia Day, when Russians mark the dissolution of the Soviet Union. State television highlighted extensive coverage of the event in the U.S. media, including clips from CNN. One Russian reporter described the visit as retaliation for Biden’s decision to allow Ukraine to strike inside Russia with American weapons.

“Last week, President Vladimir Putin made it clear that it reserves the right for a mirror response — that is, supplying long-range weapons to countries that feel the pressure of the United States,” the Russia 24 reporter said.

Cuba, mired in its worst economic crisis in years, is welcoming its longtime supporter

Cubans lined the Havana waterfront Wednesday to see the Russian ships arrive. The Russians fired 21 salvos in honor of their hosts; the Cubans responded with an artillery salute from the San Carlos de La Cabaña Fortress.

Cuba’s foreign ministry said the visit reflects “the historical friendly relations” between Havana and Moscow, ties that go back to Soviet support for Fidel Castro’s Cuban Revolution and Moscow’s purchase of sugar, rum and other products to soften the loss of U.S. trade at the outset of the embargo.

Cuba is currently mired in a dire economic crisis, including shortages of food, electricity and fuel, reminiscent of the so-called Special Period of the early 1990s, when the Soviet Union collapsed and support from Moscow sharply dropped.

Cuba emerged from years of deprivation with the support of Venezuela’s Hugo Chávez and improved relations with Russia under Putin. Lavrov said Wednesday that Moscow would continue to provide humanitarian support to Cuba.

The Russian foreign ministry thanked Cuba for its “principled position” on Ukraine. Rodríguez Parrilla, the Cuban foreign minister, said the country condemns “the increasingly aggressive stance of the U.S. government and NATO,” including sanctions against Russia.

Lavrov has been a frequent visitor to the region. He traveled in February to Venezuela, where he affirmed Russia’s support for the socialist government of Nicolás Maduro, Chávez’s successor. He stopped in Cuba during that trip also.

The U.S. doesn’t see a threat, but is monitoring the visit

Port calls among friendly nations are common. The Cuban foreign ministry this week announced that a Canadian patrol vessel would arrive in Havana on Friday to commemorate 80 years of uninterrupted diplomatic relations between Havana and Ottawa.

But the U.S. Defense Department has been tracking the Russian visit to Cuba since it was announced June 6. U.S. Navy and Coast Guard vessels are “going to continue to monitor,” Pentagon spokeswoman Sabrina Singh said Wednesday. ABC News reported that three U.S. Navy destroyers, a Coast Guard Cutter and Canadian and French frigates were keeping watch .

Singh said the Russian exercises didn’t pose a threat to the United States.

“This is not a surprise,” she said. Such “routine naval visits” by the Russians, she said, have occurred “during different administrations.”

A spokesman for U.S. Southern Command said the organization routinely monitors “activities of concern” in its area of responsibility. Authorities anticipate that the Russian vessels might also visit Venezuela. Maduro’s government, also under heavy sanction by the United States, has scheduled a presidential election for July.

Retired Adm. Jim Stavridis, who headed Southern Command from 2006 to 2009, said naval deployments to the Caribbean are “long and difficult” for Russian forces, and provide “good practice for our forces, tracking and monitoring them.”

The Kremlin spokesman, Dmitry Peskov, also said there was no cause for American concern. “Military drills are a normal practice in various regions of the world, especially for such a major maritime power as the Russian Federation,” Peskov told reporters on Thursday.

Putin is showing he ‘still has the ability to operate in the U.S. sphere of influence’

Russian forces have made several visits to Cuba and Venezuela in recent decades. In 2018, Moscow sent two supersonic, nuclear-capable Tu-160 bombers to Venezuela for a brief stop. The next year, as the Trump administration stepped up efforts to oust Maduro, Russia dispatched 100 troops and equipment to Venezuela and signed an agreement allowing it to send ships.

Of course, the most famous Russian visit to the region came in 1962, when the U.S. discovery of Soviet missile sites in Cuba brought the world to the brink of nuclear Armageddon. President John F. Kennedy and Soviet Premier Nikita Khrushchev resolved the two-week Cuban missile crisis peacefully with an agreement that each side would withdraw missiles deployed near the other and that they would establish direct communications — the so-called red telephone — to forestall similar crises in the future.

Videos now of a Russian submarine arriving in Cuba, political scientist Vladimir Rouvinski said, help Moscow show that “efforts by the United States to diminish their presence everywhere, in particular in Latin America, are not working.”

“We have to see that Russia is not willing to abandon Latin America,” said Rouvinski, of Icesi University in Colombia, even as its military is consumed by Putin’s invasion of Ukraine.

Putin aims to signal that “he still has the ability to operate in the U.S. sphere of influence,” said Cynthia Arnson, a distinguished fellow at the Wilson Center’s Latin America Program.

The U.S. stages similar exercises near Russia and China

The United States has a long history of deploying the Navy and other forces to demonstrate its range and capabilities in support of allies and against adversaries.

In May, the Destroyer USS Halsey conducted what the Navy called a “Freedom of Navigation Operation” to challenge “restrictions on innocent passage imposed by the People’s Republic of China (PRC), Taiwan, and Vietnam.”

A spokesperson for China’s Eastern Theater Command accused the United States of having “publicly hyped” the ship’s transit through the Taiwan Strait , the Associated Press reported. Chinese Navy Senior Capt. Li Xi said the command sent naval and air forces to monitor.

Last year, the destroyer USS Nitze and the amphibious command ship USS Mount Whitney made separate port calls to Istanbul on the Bosporus. That’s roughly 20 miles from the Black Sea, where Ukraine has used sea drones and missiles to attack a Russian fleet .

Philippine officials say Chinese forces seized 2 navy boats in disputed shoal, injuring sailors

MANILA, Philippines (AP) — Chinese forces seized two Philippine rubber boats that were delivering food and other supplies to a military outpost in a disputed South China Sea shoal in a tense confrontation in which some Filipino navy personnel were injured, Philippine security officials said Tuesday.

The United States renewed a warning Tuesday that it is obligated to defend the Philippines, a treaty ally, a day after the hourslong hostilities in Second Thomas Shoal . The shoal has been occupied by a small Philippine navy contingent aboard a long-grounded warship that has been closely monitored by China’s coast guard and navy in a yearslong territorial standoff.

There is fear that territorial disputes in the South China Sea, long regarded as an Asian flashpoint, could escalate and pit the United States and China in a larger conflict. China and the Philippines blamed each other for Monday’s hostilities, the most serious in recent months, but provided few details.

A Philippine government task force overseeing the territorial disputes condemned what it said were “dangerous maneuvers, including ramming and towing” which disrupted an effort to transport food, water and other supplies to the Filipinos manning the territorial outpost on the grounded ship, the BRP Sierra Madre, at the shoal. It did not elaborate.

Two Philippine security officials, who had knowledge of the supply mission at the shoal, separately told The Associated Press that two rubber boats manned by Filipino navy personnel had approached the BRP Sierra Madre at the shoal to deliver fresh supplies when several Chinese coast guard personnel on speedboats arrived to disrupt the mission, sparking a scuffle and collisions.

At least eight of the Filipinos were injured, including one who lost a thumb, in the scuffle, said one of the two officials, who spoke on condition of anonymity because they were under orders not to discuss the high-seas confrontation publicly.

Five of the injured sailors were rescued by one of two Philippine coast guard patrol ships that were waiting at a distance to back up the navy’s supply mission at the shoal. The two rubber supply boats were towed away by Chinese coast guard personnel and then abandoned after being damaged and emptied of their contents, including an unspecified number of rifles, the two officials said. They were later recovered by the Filipino navy, they said.

The Chinese coast guard gave a different version of the hostilities and said the Philippines “is entirely responsible for this.” It said a Philippine vessel “ignored China’s repeated solemn warnings … and dangerously approached a Chinese vessel in normal navigation in an unprofessional manner, resulting in a collision.”

China’s Foreign Ministry said the supply ship was accompanied by two Philippine speedboats that were attempting to deliver construction materials and other supplies to the BRP Sierra Madre. It described the Chinese coast guard’s actions as “professional, restrained, reasonable and lawful.”

U.S. Deputy Secretary of State Kurt Campbell discussed China’s actions with his Philippine counterpart, Maria Theresa Lazaro, in a telephone call. Both agreed that China’s “dangerous actions threatened regional peace and stability,” State Department spokesperson Matthew Miller said.

Campbell reaffirmed that the 1951 U.S.-Philippine Mutual Defense Treaty, which obligates Washington and Manila to help defend each other in major conflicts, “extends to armed attacks on Philippine armed forces, public vessels, or aircraft -– including those of its coast guard -– anywhere in the South China Sea,” according to Miller.

Philippine Defense Secretary Gilberto Teodoro Jr. said Monday night that his country’s armed forces would resist “China’s dangerous and reckless behavior” which “contravenes their statements of good faith and decency.”

“We will exert our utmost in order to fulfill our sworn mandate to protect our territorial integrity, sovereignty, and sovereign rights,” Teodoro said. “It should now be clear to the international community that China’s actions are the true obstacles to peace and stability in the South China Sea.”

Several other incidents have occurred in recent months near Second Thomas Shoal, which is less than 200 nautical miles (370 kilometers) from the nearest Philippine coast and is where the BRP Sierra Madre, now encrusted with rust, was deliberately grounded in 1999 to create a territorial outpost. The ship remains an actively commissioned military vessel, meaning an attack on it could be considered by the Philippines as an act of war.

China has become increasingly assertive in pressing its claim to virtually the entire South China Sea, which has led to a rising number of direct conflicts with other countries in the region, most notably the Philippines and Vietnam.

A new Chinese law which took effect Saturday authorizes its coast guard to seize foreign ships “that illegally enter China’s territorial waters” and to detain foreign crews for up to 60 days. The law renewed a reference to 2021 legislation that says China’s coast guard can fire upon foreign ships if necessary.
