Millionaire Elmer Fudd enters the boardroom of his multi-million-dollar company, but he isn't himself. He is hopping around on all fours and acting like a rabbit. Fudd snaps into a moment of paranoid delusion, expressing worry and fright over hunters who are out to get him. The board of directors agrees that Fudd needs help.

Soon, Elmer, now wearing a rabbit suit, is committed to the Fruit Cake Sanitarium ("It's Full of Nuts") for treatment of his apparent mental illness. A few moments later, Elmer sees Bugs Bunny walk by and lures him to the window with a carrot. Bugs naively says, "You mean I can have that carrot if I just open the window?" Bugs goes inside, takes the bribe, and Elmer hops out the window. Bugs lies in Elmer's bed to "keep it warm for him." Bugs then notices the medicine beside him and reads the instructions, "take one teaspoon every hour, with water," but he misinterprets the instructions and ingests the spoon instead!

The Austrian hospital psychiatrist whose name is Dr. Oro Myicin comes for Elmer, but notices Bugs in his place; Myicin, having already diagnosed Elmer with "a clear case of rabbitschenia ", declares the apparent transformation of Elmer into Bugs as the "vurst case I've evah zeen!" When Myicin tries to convince Bugs he is Elmer Fudd, Bugs at first believes Myicin is identifying himself as Fudd, and politely shakes hands saying "Pleased to meet you, Mr. Fudd!" Myicin then says "No, I em naut Elmer J. Fudd, you ah Elmer J. Fudd!" Realizing the doctor's intent, Bugs presumes it is Myicin who is insane. Bugs momentary holds up a card with a screw and ball, then attempts to psychoanalyze the doctor instead. Irked, Myicin gives Bugs a hypnotizing "kapzule." Once it takes effect, Bugs is made to repeat, over and over, "I am Elmer J. Fudd, millionaire. I own a mansion and a yacht," gradually acquiring Elmer's speech pattern.

Myicin's programming works: Bugs Bunny leaves the sanitarium convinced he's Elmer Fudd and adopts his speech impediment, pronouncing R's and L's as W's. Myicin telephones Elmer's chauffeur ordering him not to be put off by the rabbit appearance and to get Elmer back into the lifestyle he knew before the delusion. The chauffeur tells Bugs that since it is Wednesday, he brought the hunting clothes. Bugs decides to relax by going hunting, where Elmer, still in his rabbit suit, is waiting.

Elmer sics a bear on Bugs and telling him to play dead; the bear, concludes from Bugs' body odor that he is indeed dead and buries Bugs, who then falls from the underside of a cliff ledge.

Bugs is about to capture Elmer ("No wabbit's gonna outsmawt Emmuh J. Fudd!") when a government agent taps Bugs on the shoulder, asking, "Pardon me, did you say you were Elmer J. Fudd?" Bugs replies with the phrase that turned him into Elmer. "Yes, I am Emmuh J. Fudd, miwwionaiwe. I own a mansion and a yacht." Bugs is then arrested for Elmer's non-payment of $300,000 in back taxes, and tries in vain to explain himself, protesting, "I'm hunting a scwewy wabbit!" Elmer says "I may be a scwewy wabbit, but I'm not going to Alcatwaz!" as he jauntily does the bunny hop into the distance.

The following scenes were edited when this cartoon was shown on ABC 's The Bugs Bunny and Tweety Show :

  • The establishing shot of the mental hospital Elmer is committed to ("The Fruitcake Sanitarium: It's Full of Nuts") was cut, as per ABC's Standard and Practices rule at the time that forbade the mention and mocking of mental illness.
  • Elmer (as Bugs) plugging his finger on Bugs' (as Elmer's) gun.
  • Bugs (as Elmer) diving headfirst into a lake, only to hit his head on an underwater rock.

  • However, the next two Merrie Melodies shorts released after this, " Past Perfumance " and " Tweety's Circus ", used the older 1945-55 opening and 1941-55 closing themes. This is because their production codes are before "Hare Brush".
  • When Boomerang USA airs this cartoon, this short plays with PAL speed and audio. [2]
  • The cartoon's restored ending card from HBO Max and the Bugs Bunny 80th Anniversary Collection uses the 1959-60 ending card, rather than the original 1955-56 ending card. This error would also be present for the newly restored versions of " Tweety's Circus " and " Tugboat Granny " as well.
  • This is one of three cartoons that ends with Elmer Fudd defeating Bugs Bunny , the other two being " Rabbit Rampage " (also from 1955) and the 1957 cartoon " What's Opera, Doc? ".

"Hare Brush" is a 1955 Looney Tunes short directed by Friz Freleng . It stars Bugs Bunny and Elmer Fudd .

In this cartoon, Elmer (referred to as "Elmer J. Fudd") is a wealthy oil tycoon. One day, his staff hosts a meeting to discuss a "crisis." The crisis being that Elmer has allegedly gone insane and now thinks he's a rabbit. His subordinates unanimously agree to place him in a mental hospital for treatment. Bugs walks past the window of Elmer's room, and Elmer bribes him with a carrot to open the window, so that he can escape. Bugs agrees, and Elmer escapes. Bugs, thinking Elmer just went out to get more carrots, settles into his hospital bed. Only for the psychiatrist Dr. Oro Myicin to come into the room. Dr. Myicin, naturally, mistakes Bugs for Elmer. And, when Bugs refuses to cooperate, the psychiatrist hypnotizes him into thinking he's "Elmer J. Fudd. Millionaire. Who owns a mansion and a yacht."

Bugs is later released from the hospital, still hypnotized into thinking he's Elmer. He's escorted by Elmer's limo driver to the woods for what would normally be Elmer's Wednesday morning hunting trip, only to encounter Elmer, who still thinks he's a rabbit. Thus begins a classic Bugs/Elmer chase, with the two characters' roles reversed. In the end, Bugs is taken to jail by an IRS agent (who thinks he's Elmer) for tax evasion. Elmer, meanwhile, reveals to the audience that he faked his bout of mental insanity all along as a way to leave somebody else (namely Bugs) holding the bag for his failure to pay company taxes.

The cartoon is a spoof of both 1950s psychoanalysis and the cliches and tropes found in Bugs Bunny cartoons. The cartoon was also the first to use the 1955-1964 "Merrily We Roll Along" theme.

"Hare Brush" provides examples of:

  • All Psychology Is Freudian : Dr. Myicin is a blatant expy of Sigmund Freud and uses stereotypical Freudian methods of psychoanalysis.
  • Artistic License - Business : In real life, Elmer's business would come under massive scrutiny and, possibly, implode after "he's" thrown in federal prison for tax evasion. In this cartoon, however, his business is treated mostly as an Excuse Plot and (presumably) carries on after "he's" arrested.
  • Aside Comment : When Dr. Myicin sees Bugs in Elmer's place, he mutters to the audience that "Elmer"'s condition is worse than he thought.
  • The Bad Guy Wins : One of the very few Bugs/Elmer cartoons where Elmer wins at the end.
  • Bears Are Bad News : Elmer at one point tricks Bugs into entering a cave inhabited by a vicious bear. The bear chases Bugs, until he plays dead , which unfortunately, led the bear to bury him... on a ledge .
  • The establishing shot of the mental hospital Elmer is committed to ("The Fruitcake Sanitarium: It's Full of Nuts") was cut, as per ABC's Standard and Practices rule at the time that prevents the mention and mocking of mental illness.
  • Elmer (as Bugs) plugging his finger on Bugs' (as Elmer's) gun.
  • Bugs (as Elmer) diving headfirst into a lake, only to hit his head on an underwater rock.
  • Taking the place of Bugs' gun, as done in " Fresh Hare ".
  • Telling Bugs to play dead to evade a bear, like in " Wabbit Twouble " and " Hare Remover ".
  • Corrupt Corporate Executive : Elmer did, after all, fake mental illness to weasel his way out of going to jail for tax evasion.
  • Dawn of an Era : This was the first cartoon to use the 1955-1964 version of the "Merrily We Roll Along" theme.
  • Downer Ending : Bugs is mistaken for Elmer and hauled off to prison, and it's revealed that Elmer was faking his supposed insanity the whole time.
  • Elmuh Fudd Syndwome : Bugs develops this after being hypnotized by Dr. Myicin. Strangely, Elmer actually averts this for most of the cartoon.
  • Foul Medicine : Played for Laughs . Bugs Bunny misinterprets a prescription to "Take one teaspoon with water". Bugs takes this literally and swallows the actual teaspoon, with a suitably disgusted reaction to the taste. Bugs: Ewww! Nasty medicine teaspoons.
  • Herr Doktor : Dr. Myicin has a stereotypical German accent. There's even a University of Vienna diploma on his office.
  • Idiot Ball : Even when he's not being outsmarted by Elmer, Bugs is uncharacteristically dimwitted in this cartoon. From mispronouncing the word "proposition" to thinking the instructions on a medicine bottle reading "taking a teaspoon with water" means swallowing the whole spoon . Bugs: [disgusted] Ewww! Nasty medicine teaspoons!
  • Jerkass Ball : See Manipulative Bastard below.
  • Literal-Minded : Bugs seems to think that the prescription to "Take one teaspoon with water" means swallowing the teaspoon whole. He reacts in disgust after doing so.
  • Manipulative Bastard : Elmer, in a rare display of intelligence, tricks just about everybody into thinking he's gone insane to get out of going to jail for unpaid company taxes. He leaves Bugs holding the bag.
  • Obfuscating Insanity : Elmer reveals at the end that he did this to avoid prison. See The Reveal below.
  • The Reveal : As Bugs is being taken to jail at the end, Elmer reveals to the audience that he faked his bout of insanity to avoid going to prison.
  • Self-Parody : The cartoon is a parody of classic Bugs Bunny cartoons, playing out in the second half as a deliberately formulaic Bugs/Elmer cartoon, except with the roles reversed.
  • Swapped Roles : Provides the page image. For the second half of the cartoon, Elmer becomes the Rascally Rabbit , while Bugs is the hapless hunter, complete with Elmuh Fudd Syndwome .
  • Wham Line : The eponymous reveal. Elmer: I may be a scwewy wabbit, but I'm not going to Alcatwaz!

What are some of the crazier jobs you had before getting into animation?  I’ve been a home ownew, an opewa singew and a mad scientist, a show pwomoter, a pwivate detective and a huntew. Now I am simpwy a millionaire.

What are some of your favorite projects you’re proud to have been a part of? I have many but I would say my favowite project I worked on would be “The Hair Brained Hypnotist”. Which awwoed me to finawy give that wascal Bugs Bunny a taste of his own medicine!

How did you become interested in animation? I was drawn to it early in life.

Where are you from and how did you get into the animation business?   I am owiginawy from Bwookwyn, NY. but wivved most of my aduwt wife in Howwywood. My fiwst film was “Confedwete Honey” and it was a wot of fun and I also stawwed in a film called “A Wild Hare” which is what most peopwe considew my fiwst film, but I got my fiwst big bweak in a fiwm cawled “Good Night Elmer” I was paid 65 dowwars for dat role… heheh a wot of money in dose days!

What’s a typical day like for you with regards to your job?  Well, I get up and bwush my teeth although sometimes my toofbrush is not dere because somebody has stowen it. I will den gwab the newspapew and wead it wif my coffee. I wike to wead about what’s going on in Howwywood. Den I will usuaway go for a swim but sometimes dat wascawy wabbit will dwain the pool befowe I get  a chance. From dere I will usuawwy pwactice my singing as I am an acompwished Tenor.

What part of your job do you like best? Why?  I wewwy wike it when I get to hunt wabbits and ducks but it’s vewwy satisfying to make the childwen waugh.

What part of your job do you like least? Why?  When day wascawy wabbit gets the best of me.

What kind of technology do you work with on a daily basis? Tewephones, penciws, papew, a car, and of couwse shotguns. Oh, oh oh and buwwets! Yes wots and wots of buwwets.

What is the most difficult part for you about being in the business? Wel, I feew wike a fool quite often and I do not wike it when a simpew woodwand cweatuew gets the best of me. But dats just who I am and ovew da yeaws I have gwown comforable wif it.

In your travels, have you had any brushes with animation greatness? Oh, many! Mew Bwanc, Arthur Q. Bryant, Bugs Bunny, Daffy Duck, Foghorn Weghorn, Leon Sweshinger. Sylvestew da cat. I’ve even met Chick Jones, fwiz fwewing, Wobewt Cwampett and Wobewt McKimson.

Describe a tough situation you had in life.  It would hafe to be my role in Doggone People. My voice was all scwewed up.

Any side projects or you’re working on or hobbies you’d like to share details of? Wight now I can be seen working on da Wooney Tunes show on Cawtoon Netwowk.

Any unusual talents or hobbies like tying a cherry stem with your tongue or metallurgy? Weww, I am told I am a wovewy singew and I am quite ahndy wif a shotgun. Most of the time. I’m also a faiwy good animatow and dwaftsman and even made my own cartoon once cawled “Rabbit Rampage”.

Is there any advice you can give for an aspiring animation student or artist trying to break into the business?  Be vewwy vewwy quiet.

For those curious about the bottom line, Bruno Edwards of Mansion Yachts tells FOX Business said it’s hard to nail down an exact figure because it all depends on how often it is used.

“It does a whole bunch of other things that a normal yacht doesn’t do, so it doesn’t replace an ocean-going yacht, but it definitely is a great addition to the yacht family,” Edwards explained. “This will be the first one that we sell. Although Edwards couldn’t drop any names regarding who has inquired about purchasing the first Mansion Yacht, he did share with FOX Business exclusively that “a few billionaires” are currently talking with the company.

“There’s no contract as of yet, so it’s anybody’s game still,” he maintained.

Boat/Vessel Registration

If you own a sailboat over eight feet long or a boat/vessel with a motor (no matter the size), you must register it with DMV in order to legally operate it on California waterways.

To register your boat/vessel, you will need:

  • A completed Application for Vessel Certificate of Number (BOAT 101) form. 
  • If the original certificate is lost or damaged, complete an Application for Replacement or Transfer Title (REG 227) form to request a copy.
  • Applicable fees .
  • If you own a trailer for your boat/vessel, you need to register it separately .

You may also need:

  • To complete an approved boating safety course and obtain a California Boater Card if you plan to operate a motorized vessel on a state waterway.
  • Bill(s) of sale (if you bought your boat/vessel from a private party instead of a dealer). 
  • A Statement of Facts (REG 256) form, in case you do not have a copy of the bill of sale.

You can register your boat/vessel at any DMV field office , or mail your registration application and related documents to:

You may also need to pay the Quagga and Zebra Mussel Infestation Fee and obtain a Mussel Fee sticker. Please see the Mussel Fee sticker request page for more information.

Frequently Asked Questions

Any boat or vessel that you can use to transport yourself on water, such as a:

  • Sail-powered boat/vessel that is over eight feet long.
  • Vessel/boat with a motor (no matter how big it is).

If you bought your boat/vessel from an out-of-state seller, or if you recently moved to California, you need to register your boat/vessel with DMV within 120 days of bringing it into the state.

There are some boats/vessels that  do not  have to be registered:

  • Canoes, rowboats, or any boats/vessels that use paddles or oars
  • Sailboats shorter than eight feet long
  • Sailboards or parasails
  • A ship’s lifeboat
  • Seaplanes on the water
  • Boats that run on a track, such as amusement park rides
  • Floating structures that are tied to land and use power, water, and a sewage system on the shore.

Dinghies must be registered with DMV.

Houseboats that have a motor must be registered with DMV.

Commercial boats/vessels that weigh more than five net tons and are longer than 30 feet must be registered (documented) by the U.S. Coast Guard.

Yes. Any boat/vessel that travels or is moored in California waterways, including private lakes, must be registered with DMV.

  • A  documented boat/vessel  is registered with the U.S. Coast Guard and has a marine certificate. These boats/vessels do not have to be registered with DMV.
  • An  undocumented boat/vessel  is registered with DMV and does  not  have a marine certificate from the U.S. Coast Guard.

If you buy a new boat/vessel, it is automatically considered undocumented, so you have to register the boat/vessel with DMV before you can put it in California waters.

Your boat/vessel will get a vessel registration number (beginning with CF before the numbers) when you register your boat/vessel with DMV.

You have to display your vessel registration number on your boat/vessel. Make sure it meets the following requirements.

Your Vessel Registration Number must:

  • Be painted on or permanently attached to each side of your boat/vessel’s bow.
  • Be written in plain, vertical block letters and numbers that are more than three inches high.
  • Be properly arranged so you can read it from left to right.
  • Contrast with the color of the background so that it is easy to see and read.
  • Example A:  CF 1234 AB
  • Example B:  CF-1234-AB

In addition to your vessel registration number, you will also receive a registration sticker. You should attach it to the both sides of your boat/vessel, three inches apart from your vessel registration number.

Your registration sticker must be clearly visible at all times. Please do not place any numbers, letters, or devices near the registration sticker (other than your vessel registration number and Mussel Fee sticker (if required)).

Starboard and port sides of vessels. Arrows indicate where to place Mussel Fee and Registration stickers. On the starboard side of the hull the stickers are placed to the immediate left of the CF number. On the port side the stickers are placed to the immediate right of the CF number.

If you boat in California fresh waters such as the Delta, rivers, lakes, reservoirs, and streams, you must purchase and display a Mussel Fee sticker next to your registration sticker. The Mussel Fee sticker matches the registration sticker by color and date.

You may purchase the Mussel Fee sticker online . The vessel registration/renewal and sticker transactions are separate. Once you receive your Mussel Fee stickers, place them on either side of the registration sticker as shown below.

Since 1972, all boats/vessels manufactured in the U.S. come with a Hull Identification Number (HIN).

The HIN must be:

  • Painted on or permanently attached to your boat/vessel so that it cannot be changed or removed.
  • Assigned and attached by manufacturers to commercially built boats/vessels.
  • Assigned by DMV for homemade boats/vessels.

If your California Certificate of Ownership is lost, stolen, or damaged, you can submit a completed Application for Duplicate or Transfer of Title (REG 227) form.

If you lost your sticker, you can submit a completed Application for Replacement Plates, Stickers, Documents (REG 156) form to replace the lost certificates and/or stickers.

You can then mail the forms to DMV or visit a DMV field office in person.

You must renew your boat/vessel registration by December 31 of every odd-numbered year (for example, 2013, 2017, etc.), even if you do not use your boat/vessel.

To remind you that you need to renew your registration, DMV will mail you a renewal notice 60 days before your registration expires.

If you renew your registration by mail, please return the bottom portion of your renewal notice in the envelope provided with a check, cashier’s check, or money order to cover your fees .

If you do not receive or lose the renewal notice, you may contact DMV and pay your fees.

When you buy a boat/vessel from another person, you should also get the California Certificate of Ownership from the person who sold it to you. That person should sign/endorse the certificate on line 1. If there is a lienholder, you need their signature on line 2.

Once you have the California Certificate of Ownership, write your name and address on the back. Then you can submit the certificate to DMV along with the transfer fee, use tax, and any renewal fees that might be due.

If the boat/vessel has a trailer, you need to get the trailer title. If you cannot get a copy of the title, you can complete a Permanent Trailer Identification (PTI) Certification and Application (REG 4017) form to transfer it into your name.

If you decide to sell your boat/vessel, you need to:

  • Give the Certificate of Ownership to the person who buys it. Make sure you sign the certificate on the front.
  • Contact the DMV within five days of the sale and fill out a Notice of Transfer and Release of Liability (REG 138)  form.

You must provide the boat/vessel information (vessel registration number, HIN), the name and address of the buyer, and the sale date on the form.

  • Submit the form online or by mail.

If the boat/vessel has a trailer, give the titling and/or registration documents to the buyer and submit a separate  Notice of Release of Liability (REG 138)  form.

Additional Information

Boats and vessels registered in California are included in property taxes by the county tax collector, depending on where the boat/vessel is stored or moored. DMV might deny registration renewal or transfer if the county tax collector tells DMV that you have not paid your personal property taxes.

Vessel registration becomes invalid when a boat/vessel is:

  • Required to be documented by the U.S. Coast Guard.
  • Transferred to a new owner.
  • Destroyed or abandoned.
  • No longer used primarily in California.

You must tell the DMV when a boat/vessel is:

  • Moved to a different storage location.
  • Documented through the U.S. Coast Guard.
  • Destroyed, lost, or abandoned. Return the California Certificate of Ownership to DMV within 15 days.
