A more complete picture emerged Wednesday of the extensive damage wrought by Hurricane Beryl's trek across the Windward Islands, revealing destruction and at least seven deaths.

At least three islands report more than 90% of the homes and buildings either destroyed or severely damaged, the Caribbean Disaster Emergency Management Agency reported Wednesday . All three are within the chain of Grenadine Islands, where Beryl roared into the Caribbean on the southern end of the Windwards, between St. Vincent and Grenada.

With 19 participating states across the Caribbean , the agency was helping coordinate disaster response on Grenada and St. Vincent and the Grenadines even as it continued to track Beryl’s movements across Jamaica, Cayman Islands and Belize. The eye of Beryl, still a Category 4 storm, raked Jamaica's coast Wednesday afternoon and was expected to pass near the Cayman Islands Thursday morning, before making landfall in the Yucatan on Friday morning.

The damage estimates for the Windwards – where Beryl made landfall over Carriacou – are only "a very preliminary look," said Elizabeth Riley, the disaster management agency's executive director. Beryl struck the islands with sustained winds of 150 mph and higher gusts on Monday, and the National Hurricane Center had warned that winds could be up to 30% higher on the tops of hills and mountains.

The impacts to the Grenadine Islands are "quite significant," Riley said, leaving residents exposed and vulnerable. Even as recovery efforts began, a tropical wave brought rain and gusty winds Wednesday to the suffering residents.

Grenada prime minister discusses damage on Carriacou

In a briefing late Tuesday after spending more than two hours in a helicopter provided by the government of St. Lucia, Grenada Prime Minister Dickon Mitchell described "total destruction" on the islands of Carriacou and Petite Martinique.

"There's really nothing that can prepare you to see this level of destruction," Mitchell said. "It is almost Armageddon-like, almost total damage and destruction of all buildings. Complete devastation and destruction of agriculture. Complete and total destruction of the natural environment."

"There is literally no vegetation left anywhere on the island of Carriacou; the mangroves are totally destroyed, the boats and the marinas significantly damaged," he said. "There is almost complete destruction of the electrical grid system in Carriacou. The entire communication system is completely destroyed."

However, Mitchell added, he'd been heartened by the volunteers "showing true Grenadian spirit" by arriving from other less damaged areas in boats and fishing vessels to begin delivering relief supplies to those affected.

Carriacou, Grenada

  • The total population of 6,081 has been affected, so shelter is "a significant consideration."
  • Majority of homes and buildings have been extensively damaged
  • Communications have been significantly compromised

Petite Martinique, Grenada

  • Estimated 80% of the houses and buildings extensively damaged or destroyed
  • 900 people affected
  • Majority of the island is sheltering in place

Canouan, Saint Vincent and the Grenadines

  • 100% of the island's population (12,600) has been affected
  • An estimated 90% of the houses were damaged, either extensively or destroyed
  • Police station in Charlestown lost its roof

Union Island, Saint Vincent and the Grenadines

  • Full population of 3,000 was affected by extensive damage
  • Estimated 98% of buildings, including houses badly damaged or destroyed
  • Airport control tower destroyed, hospital roof destroyed
  • Power plant received significant damage
  • Government assisting people who wish to evacuate

Mayreau, Saint Vincent and the Grenadines

  • Total population of 300 people affected
  • 90% of the housing stock and buildings have been damaged or destroyed

Palm Island, Saint Vincent and the Grenadines

  • Resort and desalination plant significantly damaged
  • More than 40 homes with damage, a number expected to rise
  • Confirmed significant damage to the fishing sector
  • More than 200 boats damaged
  • Significant damage to the coastal infrastructure, particularly along the south coast 
  • Partial road obstruction
  • Significant damage on southern end 

Trinidad and Tobago

  • Power outages
  • Water disruption on Tobago 
  • Roadway blockages on both islands

Bequia, Saint Vincent and the Grenadines

  • An estimated 10% of the homes and buildings suffered roof damage
  • Airport and runway are usable
  • Minimal damages reported

Mitchell, Grenada's prime minister, said the island's northernmost parish, Saint Patrick suffered significant damage. The parishes of Saint Andrew, Saint Mark and Saint John also suffered much more damage than the parishes of Saint George and Saint David.

"It is clear that agriculture has taken quite a battering. It is clear that many persons have lost their roofs," Mitchell said. "It is clear, in some instances, many people have lost their entire homes."

A former Secret Service agent said that the assassination attempt on Donald Trump represented a "failure" for his security team.

Tim McCarthy, who in 1981 defended then-President Ronald Reagan from a gunman, was giving his assessment of the Saturday shooting to Chicago-based outlet WGN-TV .

"It's a failure. Plain and simple," McCarthy said. "When President Regan was shot, that was a failure too."

"Any time a protectee is harmed, there's something that has to change," he added. "You have to critically look at what happened, why it happened, and how it can be prevented in the future."

Despite this, he said the service had been doing "almost everything that is humanly possible" to prevent potential attacks, but that there "is no full-proof security anywhere in this world."

Trump had been speaking at a rally in Butler, Pennsylvania when the shooting took place. He was seen defiantly raising his fist with a bloodied ear before being ushered away from the scene by the Secret Service.

In a post on Truth Social, Trump said that a bullet had "pierced the upper part" of his right ear.

The FBI has since identified the shooter as 20-year-old Thomas Matthew Crooks, who was killed at the rally.

McCarthy, who reportedly retired from the Secret Service in 1993 , said he did not have intimate details of Trump's security detail, but said it was likely "darn close" to what President Joe Biden receives.

He said that for a president, security teams sweep the area and secure the building while obscuring the view using "different types of shielding" such as campaign events or banners. They would also rearrange the podium to block views from outside the secured area.

"Now, in some cases, it's almost impossible to do that, but that's why the Secret Service has counter-sniper teams. You survey the buildings that would have an overview of where the protectee is going to be," he added.

In this instance, he said any counter-sniper team "obviously or possibly" did not see the shooter.

As a last resort, agents shield the protectee from attack.

Secretary of Homeland Security Alejandro Mayorkas said in a statement that the "DHS and the Secret Service are working with law enforcement partners to respond to and investigate the shooting."

"We are engaged with President Biden, former President Trump, and their campaigns, and are taking every possible measure to ensure their safety and security."

Whilst the assassination attempt may result in "less visibility out in the public for former president Trump," McCarthy doubted that the assassination attempt would deter him too much from his scheduled outings.

The Secret Service is "probably gonna have to hold his horses to keep him from getting out into the public right away," he said.

And Trump has already signaled his intentions to make his next public appearance.

In a post on Truth Social, Trump thanked people for their "thoughts and prayers" following the attack, and said that he was looking forward "to speaking to our Great Nation this week from Wisconsin," where the Republican National Convention is set to take place.

Biden-Harris Administration Finalizes Rule to Increase Resilience Against Flooding Nationwide

WASHINGTON -- The Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) published a Final Rule to implement the Federal Flood Risk Management Standard (FFRMS). The standard is a flexible framework to increase resilience against flooding and help protect communities.

In recent years, communities have seen repeated flooding that threatens both lives and property. Previous approaches, based on historical data, have become outdated. By using the best available science, FFRMS strengthens FEMA’s standards to incorporate both current and future flood risk, making taxpayer-funded projects far more resilient to flooding, protecting federal investments and reducing the risk of damage and loss from floods. Additionally, FEMA will pay for the applicable federal cost share to implement the FFRMS which is often 75% or more.

“The human and economic cost of flooding is devastating and will only grow in the years ahead as the impacts of climate change grow more intense and reach more communities,”   said Secretary of Homeland Security Alejandro N. Mayorkas. “Taking forward-looking, effective steps to increase resilience before disaster strikes will save lives, property, critical infrastructure and taxpayer money. The Federal Flood Risk Management Standard ensures that FEMA-funded projects meet that mandate. We cannot be passive as climate change threatens the safety and security of the American people and our homeland.”

“Climate change has exacerbated flood risk across the country, especially when it comes to sea-level rise. The Biden-Harris Administration is taking action to address these heightened risks by getting this new standard over the finish line,” said FEMA Administrator Deanne Criswell. “FFRMS will allow us to enhance resilience in flood-prone communities by taking future flood risk into consideration when we rebuild structures post-disaster. This is a huge win that will also allow us to end the repeat loss cycles that stem from flooding and increase the safety of families and save taxpayer dollars.”  “As climate change increases the frequency and severity extreme weather events, President Biden is taking bold action – mobilizing historic investments to protect communities before the storm strikes, upgrade critical infrastructure to reduce vulnerability and risk and boost our collective capacity to recover quickly after disasters,” said National Climate Advisor Ali Zaidi.   “By using common-sense solutions like elevating or floodproofing critical infrastructure, today’s rule will help local communities harness the best in science and engineering to better prepare for flood risks from rising sea levels and damaging storms. This important step will help protect taxpayer-funded projects, including fire and police stations and hospitals, from flood risks and is an integral part of the Biden-Harris administration’s broader efforts to enhance climate resilience across the country.”

This rule allows FEMA to consider the best available science in making projects and communities more resilient to increased flood conditions. The standard applies to FEMA-funded actions involving new construction, substantial improvement, or repairs to substantial damage. 

FFRMS also applies to Hazard Mitigation Assistance projects involving structure elevation, dry floodproofing and mitigation reconstruction. This advances the  National Climate Resilience Framework ’s goal of building a climate-resilient nation. This higher standard considers both current and future flood risks associated with climate change and other threats. 

Finalization of the rule supplements additional actions President Biden announced last week to protect workers and communities from extreme weather. After receiving an operational briefing on extreme weather from Department of Homeland Security Secretary Alejandro Mayorkas and FEMA Administrator Deanne Criswell, President Biden  announced $1 billion for 656 projects across the country to help communities protect against disasters and natural hazards, including extreme heat, storms and flooding. 

This action is the latest in an all-of-government approach to minimize flood risks and implement the FFRMS. These efforts have included the issuance of a  Federal Flood Standard Support Tool (Beta) , a  FFRMS Standard Floodplain Determination Job Aid , a  State of the Science Report on Climate-Informed Science Approach for flood hazards , and implementation of the FFRMS by the Departments of Agriculture, Defense, Health and Human Services, Housing and Urban Development, Interior, and General Services Administration.

Expansion of the Floodplain

As climate change and other threats have increased flood risk across much of the United States, the FFRMS allows FEMA to consider the best available and actionable climate science in making projects and communities more resilient to increases in flood conditions due to sea level rise and other environmental changes. 

Prior to the FFRMS, FEMA required non-critical projects to be protected to the 1% annual chance (100-year) flood to minimize flood risk. Critical projects, like the construction of fire and police stations, hospitals and facilities that store hazardous materials, had to be protected to the 0.2% annual chance (500-year) flood. This standard reflected only current flood risk.

The FFRMS will increase the flood elevation -- how high -- and floodplain -- how wide -- to reflect future, as well as current, flood risk for actions subject to the standard.  

Implementing the FFRMS is an important step toward mitigating future flood risk that will benefit communities by allowing them to avoid or recover from future disasters more efficiently and effectively. Communities can protect against future flood risk by building outside of the floodplain, elevating, floodproofing, or using nature-based solutions. 

Minimal Estimated Implementation Costs of Less than 2% for FEMA and Applicants

This standard requires incorporating flood resilience measures into project designs that could marginally increase the project cost. However, this minimal cost increase is expected to result in far greater savings over time due to avoided flood damage. 

FEMA pays for the costs to implement the FFRMS at the applicable cost share for the project, often 75% or more. FEMA has found that incorporating 2-feet of elevation into a new building design on average adds only 1.91% to the total project cost.  

As an example, on a $1 million dollar project with a federal cost share of 75%, the estimated increased project cost to the applicant is $4,775. These improvements can help reduce the chances of repetitive property losses to flooding, lowering costs for taxpayers and communities.

Full Implementation of the Federal Flood Risk Management Standard

Since August 2021, FEMA has partially implemented the FFRMS. Partial implementation relied on existing regulations to reduce flood risk, increasing minimum flood elevation requirements for structures in areas already subject to flood risk minimization requirements, but not horizontally expanding those areas.

The key distinctions between partial and full implementation are the expansion of the floodplain to reflect both current and future flood risk and the requirement to consider natural features and nature-based solutions. Using natural features and nature-based solutions can help preserve the benefits of floodplains across the nation, such as the ability to store and move floodwaters and create rich soils.

The Final Rule amends Title 44, Part 9 of the Code of Federal Regulations and will be effective on Sept. 9, 2024. For disasters declared on or after this date and notices of funding opportunity published on or after this date, the Federal Flood Risk Management Standard will apply to FEMA-funded actions involving new construction, substantial improvement or repairs to substantial damage.

The year started out very well with visits from some of the largest Superyachts the UK has seen. We were there on the dock waiting to greet them as they arrived. As always, we ensure there is always someone present for arrival of our clients no matter where in the UK they arrive into. Whether it is Falmouth or Aberdeen, one of our team will be there on the dock to welcome you.

Why the boom?

We look into the increased number of visits in detail and have attributed the increase in visits to a number of factors;

  • Changing trends in the Superyacht industry . Yacht owners and their Captains are always on the look out for somewhere different. We have talked about this in the past and, although the UK is not a new destination it takes time for the industry to feel comfortable with somewhere relatively new. The UK wasn’t really on anyone’s radar before the 2012 olympics but since then traffic has steadily increased.
  • BREXIT . As we mentioned in a recent article here , Brexit means that the UK can now be used for EU VAT clearance. This makes the UK as a quick stop very attractive to most yachts.
  • There is a lot more to the UK and causing the waters than they realise. The UK is diverse and has something for everyone.
  • We, as agents ensure literally everything is taken care of to a standard few captains expect. Once they talk to us, learn about our background, and see sample itineraries plus some of the yachts we have worked for we start to build trust and confidence.
