The park is currently closed but is scheduled to reopen this September. Turfway will have approximately 1,000 Historical Racing Machines (HRMs). Not having a boat dock by The Banks along Cincinnati's riverfront has been a point of frustration for boaters who enjoy spending time on the Ohio River.

"(There's) just so much going on downtown and boaters feel left out," Don Jones said.

That could change dramatically if Jones, who's with Queen City Riverboats, gets his way.

Jones wants to turn a former casino riverboat called Catfish Bend into a floating hotel, with a restaurant and rooftop bar.

"Redlegs Landing is the proposed name of the boat," Jones said. "The Cincinnati Reds are more than anxious to give us that naming right."

Members of the city's Park Board also heard Thursday from the president of H. Hafner and Sons, a local company that's proposing a more traditional, marina-style boat dock. It would include slips for day boaters and boaters who want to tie up overnight. It would also feature a bar and patio focused on the river itself.

"The feature is supposed to be the water community, the water itself," said Justin Cooper, president of H. Hafner and Sons. "Hence the nature of the fold-out doors and the viewing to the water itself in that area."

Board member Molly North questioned the design of Cooper's proposal.

"I'm trying to think about how this is going to benefit The Banks, which could certainly use the additional business from the boaters," North said.

North also asked if a floating hotel is what Cincinnati needs.

"I think of our responsibility as a park board to think about the everyday use of our public spaces – not game days, not special events, but how this transient boat dock is going to be experienced by the everyday users of downtown Cincinnati," she said.

A decision from the park board is not expected anytime soon. But one board member said the fact the board listened to both presentations, which also included a traditional marina proposal from Queen City Riverboats, shows the board's interest in "bringing this to a head."

Ballot title.

The ballot title for Riverboat Casino Gambling Initiative was as follows:

To amend Section 6 of Article XV of the Constitution of the State of Ohio.

In order to authorize the establishment of river boat casino gambling in Ohio, this amendment would:

If adopted, this amendment will be effective in thirty (30) days.

Shall the proposed amendment be adopted?

Path to the ballot

An initiated constitutional amendment is a citizen-initiated ballot measure that amends a state's constitution . Eighteen (18) states allow citizens to initiate constitutional amendments.

In Ohio, the number of signatures required for an initiated constitutional amendment is equal to 10% of the votes cast in the last gubernatorial election. A simple majority vote is required for voter approval.

Ohio also requires initiative sponsors to submit 1,000 signatures with the initial petition application. Ohio has a signature distribution requirement , which requires that signatures be gathered from at least 44 of Ohio's 88 counties. Petitioners must gather signatures equal to a minimum of half the total required percentage of the gubernatorial vote in each of the 44 counties. Petitions are allowed to circulate for an indefinite period of time. Signatures are due 125 days prior to the general election that proponents want the initiative on.
