Commercial Endorsment for professional skippers

Commercial endorsment, authorizing the management of vessels up to 200gt for commercial uses, may be obtained for all types of RYA certificates – RYA Day Skipper, RYA Coastal Skipper, RYA Yachtmaster Coastal, RYA Yachtmaster Offshore and RYA Yachtmaster Ocean. Commercial endorsment is issued by the British government's Ma­ritime and Coastguard Agency (MCA).

Certificates to RYA Yachtmaster Coastal with commercial endorsement are valid for recreational and commercial vessels up to 24 meters length, permissions differ in navigation and distance from shore.

RYA Yachtmaster Offshore and RYA Yachtmaster Ocean Certificates with commercial endorsement are valid for recreational and commercial vessels up to 200gt, distance of 150 miles from a safe haven, respectively indefinitely. This certificate is then used as a basis for further qualification levels (MCA Officer of the Watch, MCA's Chief Mate, Master 500GT and 3000GT) that allow you to work professionally on vessels up to 3000gt.

This is the British system, officially valid on ships under the British flag. Higher certificates (Yachtmaster Offshore and Ocean) with commercial endorsement are commonly recognized as sufficient qualification in many other states. To obtain internationally recognized commercial endorsement it is necessary to complete STCW courses. But it is always necessary to ask the local authorities about specific conditions of the flag state and the territorial waters.

Commercial endorsement is valid generally for 5 years (skippers over 65 years must renew their medical certificate more often). Toobtain the commercial endorsement you will need:

  • Completed application RYA / MCA
  • A certificate of medical examination according to the standards of MCA
  • Survival at sea course. Recognised courses are RYA Basic Sea Survival, ISAF Sea Survival Training or standard STCW courses.

Assessment invigilation.

We are regularly asked by students for information about assessment invigilation, so we put together a question and answer page to help you better understand the requirements.

To ensure that our information remains current and completely up to date, we communicate regularly with the RYA. We cannot guarantee that other online providers do the same, so please do check directly with the RYA if you are unsure.

What is assessment invigilation, and who can conduct it?

In some cases, it is necessary to arrange for an RYA Instructor to be present throughout the assessment to verify that you haven’t received any assistance during the exam, this is known as invigilation. The RYA Instructor may be of any level however, the MCA require them to be affiliated to an RYA recognised training centre. The invigilation cannot be carried out independently.

To ensure legitimacy we do take care to verify RYA Instructor and RYA Training Centre credentials, and will require sight of their qualification and a signed letter from them for our records.

When is invigilation required, do I really need it?

In most cases, invigilation of the final theory assessment is not necessary and is completely optional. It is often an unnecessary expense.

We have summarised this for you below:

Invigilation is not required:

  • If you are going to be using the qualification for leisure purposes (flotilla, charter, own boat cruising etc).
  • If you wish to qualify as a RYA Cruising Instructor or an RYA Yachtmaster™ Instructor.
  • For Skippering vessels of below 200GT.
  • If you are wishing to add a Commercial Endorsement to a RYA Yachtmaster™ Coastal or an RYA Yachtmaster™ Offshore Certificate of Competence.

Invigilation is required:

  • If you wish to study towards MCA large yacht qualifications such as Officer of the Watch or Master 3000. In this case, all of your theory assessments must be invigilated.
  • If you intend to Skipper vessels of over 200GT.
  • If you intend to use your RYA Day Skipper Certificate or Competence for commercial purposes such as sea angling or commercial dive-boat operations within the UK you will require a professional endorsement to a Day Skipper Certificate of Competence. This will enable you to skipper a small commercial vessel. If your Day Skipper shorebased exam is invigilated by an RYA Instructor you will be able to operate up to a 12 mile limit from the vessel’s home port. If your theory exam has not been invigilated, operation will be authorised for a 3 mile limit from the vessel’s home port.
  • If you will be taking the Ocean Yachtmaster™ oral examination, the invigilation of the shorebased assessment is optional. However, if you choose not to have your assessment invigilated, the Examiner may ask you to complete a further theory paper during your oral examination.

How can invigilation be arranged:

  • We can assist you with this, or you may choose to make your own arrangements independently.
  • If you choose to arrange this independently, please ask your chosen RYA recognised training centre to make direct contact with us prior to the assessment so that we can discuss the requirements beforehand.
  • If you would like us to help, we will not make any additional charge for this service. However, at their discretion, the chosen RYA recognised Training Centre may wish to charge a fee to cover their instructor time.
  • If you would like us to assist, we will require details (postcode) of your preferred location where the assessment may be completed. This doesn’t need to be in the UK as we work with many RYA recognised Training Centres throughout the world. Once we have identified a suitable Centre and your course booking is confirmed, we will be able to put you in touch with them directly, to arrange a date and time of mutual convenience.

Commercial Endorsement

To work professionally within the maritime industry, you must be commercially endorsed. To commercially endorse your RYA Yachtmaster Certification at the end of your training, you will need to complete the RYA application for Commercial Endorsement Form, but you will gain all qualifications needed to commercially endorse your ticket during training.

Entry requirements

You must have an ENG1 seafarer medical fitness certificate to work at sea (click  here   for more details) and to enable you to apply for your RYA Commercial Endorsement (click  here  for more details). We recommend all students secure this before attending a course.

Frequently asked questions

How to get a commercial skipper’s license

The recommended route to obtaining a commercial skippers license is to do two training courses which consist of the Day Skipper Shorebased course and the Day Skipper Practical course. These are both included in the Professional Yachtmaster offshore course. The first covers the theory and knowledge-based training, such as meteorology, navigation, pilotage techniques and collision regulations; the second is putting this theory into practice in addition to developing the practical skippering skills of crew management, boat handling, practical pilotage and passage making.

What is a Yachtmaster?

A Yachtmaster is a person with a wealth of maritime knowledge who can cope with plain sailing and motor cruising and is also able to cope in demanding situations. Our Yachtmaster offshore qualification is recognised and respected all around the world and is the ultimate aim of many skippers, both professional and recreational.

What is a Commercial Endorsement ?  Do you really need it? And if so, how do you get it?

As the RYA explains, a commercial endorsement is required to work on board British flagged vessels subject to the MCA’s codes of practice for small commercial vessels . 

So yes, if you want to work on a red ensign vessel, you will need a commercial endorsement. Many other countries recognize the validity of a Commercially Endorsed RYA Yachtmaster Certification.  Check with your employer or with the relevant flag authorities about this.

To be eligible to apply for a commercial endorsement of your qualifications, you will need:

  • Your Certificate – at whatever level you are requesting your Commercial Endorsement (more on this in the next section)
  • The RYA Professional Practices and Responsibilities course .   This is short online course that focuses on manning, safety, and your duty of care towards passengers and crew.
  • Your Medical Exam Form . You have two options here, an ML5 or an ENG1 , depending on the type of work you are doing and the area in which you will be serving.  Please refer to this link for UK based physicians , and here for overseas doctors.
  • The RYA Basic Sea Survival certificate or the STCW Personal Survival Techniques.
  • The RYA Marine Radio SRC Certificate or other acceptable GMDSS Marine Radio Operator Certificates. 
  • A passport sized photo .
  • The completed Form – from the RYA website: application form   
  • And last – but not least, the application fee – it is FREE if you are or become a member of the RYA (which we highly recommend, ask us about it!)

  • RYA Level 2 Powerboat Handling Certificate
  • RYA Advanced Powerboat Certificate of Competence
  • RYA Day Skipper practical course completion certificate + Day Skipper Theory course completion certificate.

Here is what you can do with each certificate:  see below for the Category table

  • RYA Powerboat Level 2 :  – Allows you to work in Category 6 waters
  • Advanced Powerboat (with 12 months of relevant experience)  – Allows you to work in Category 6 waters
  • Advanced Powerboat (with two years of relevant experience)  – Allows you to work in Category 6 – 3 waters
  • RYA Day Skipper Practical (Power or Sail): Allows you to work in Category 5 and 6 waters
  • RYA Yachtmaster Coastal : Allows you to work in Category 6 – 3 waters
  • RYA Yachtmaster Offshore : Allows you to work in Category 1 waters

What are Category Codings?

The distance you are allowed to operate commercially will depend on the boat and crew. There are seven area categories:

  • Area Category 6 – Within 3 miles from a nominated departure point(s), never more than 3 miles from land, in favorable weather and daylight.
  • Area Category 5 – Within 20 miles from a nominated departure point, in favorable weather and daylight.
  • Area Category 4 – Up to 20 miles from a safe haven, unfavorable weather and in daylight.
  • Area Category 3 – Up to 20 miles from a safe haven.
  • Area Category 2 – Up to 60 miles from a safe haven.
  • Area Category 1 – Up to 150 miles from a safe haven.
  • Area Category 0 – Unrestricted service (anywhere in the world)

What is a commercial endorsement.

A Commercial Endorsement (CE) can be added to several MCA / RYA Certificates of Competence / Qualifications,  enabling the certificate holder to use their qualification on commercial vessels and comply with the MCA Small Craft Codes of Practice.

Which Certificates of Competence can be Commercially Endorsed?

The certificates that can be commercially endorsed fall into two groups. There are seven MCA / RYA Certificates of Competence that can be commercially endorsed:

  • MCA / RYA Yachtmaster Ocean Power Certificate of Competence
  • MCA / RYA Yachtmaster Ocean Sail Certificate of Competence
  • MCA / RYA Yachtmaster Offshore Sail Certificate of Competence
  • MCA / RYA Yachtmaster Offshore Power Certificate of Competence
  • MCA / RYA Yachtmaster Coastal Sail Certificate of Competence
  • MCA / RYA Yachtmaster Coastal Power Certificates of Competence
  • MCA / RYA Advanced Powerboat Certificate of Competence

There are also three RYA course options that can lead to a commercial endorsement:

  • RYA Powerboat Level 2
  • RYA Dayskipper Sail & RYA Day Skipper Shorebased
  • RYA Dayskipper Motor & RYA Day Skipper Shorebased

Each qualification or Certificate of Competence will allow the holder to carry out different types of work. The process for commercially endorsing any of the above MCA / RYA qualifications or Certificates of Competence is the same.

What Certificates do I need for a commercial Endorsement?

  • The certificate you wish to endorse (see list above)
  • RYA Sea Survival  or
  • STCW Personal Survival Techniques
  • RYA Short Range Certificate (GMDSS/Marine Radio) or higher
  • ENG1 or ML5 Medical from a Doctor
  • RYA PPR- Professional Practices and Responsibilities

Having collected the above four certificates you can apply for a commercial endorsement simply by filing in the commercial endorsement application form , attaching originals of your certificates and sending the whole lot off to the RYA with the relevant fee.

Is First Aid required for a Commercial Endorsement?

To remain legal, you will also need to hold the relevant level of First Aid Certificate .

How long is a Commercial Endorsement Valid for?

The commercial endorsement is valid for five years (assuming your other certificates are kept in date). If, during that time, you pass another RYA course or MCA Certificate of Competence that can be commercially endorsed, then your commercial endorsement can be carried across free of charge.

The commercial endorsement is required by anyone who intends to use their qualification or certificate of competence commercially, including charter skippers, delivery skippers, sail or motor cruising instructors, Advanced Powerboat Instructors, sea safari skippers, wind farm skippers, the offshore industry, professional race crew, deck officers, super yacht crew, work-boat skippers and so on.

What is an STCW Endorsement

If you are working overseas then you may benefit from adding a STCW Endorsement to your Yachtmaster Offshore and/or Yachtmaster Ocean Certificates of Competence.

To add an STCW Endorsement you require the 4 basic safety modules

  • STCW Elementary First Aid (EFA)*
  • STCW Personal Survival Techniques (PST)
  • STCW Fire Prevention & Fire Fighting (FPFF)
  • STCW Personal Safety & Social Responsibilities (PSSR)

The STCW convention requires Personal Survival Techniques and Fire Fighting and Fire Prevention certificates to be refreshed every five years.

* STCW Elementary First Aid may be replaced by the higher level STCW Medical First Aid

If you submit certificates for the STCW endorsement at the same time as applying for your commercial endorsement there will be no additional fee. If you wish to add the STCW endorsement after your commercial endorsement has been issued an additional fee applies.

In this article we want to outline the necessary steps to process the Commercial Endorsement of a RYA degree what would be to move from a recreational title to a professional.

What the RYA says:

What is a commercial endorsement?

A commercial endorsement is required for work on board British flagged vessels subject to the MCA’s codes of practice for small commercial vessels.

A number of additional training courses and medical fitness certificates are required to be eligible for a commercial endorsement.

Which certificates can be commercially endorsed?

The following certificates may request a commercial endorsement:

Course completion certificates:

  • RYA Level 2 Powerboat Handling Certificate
  • RYA Advanced Powerboat Certificate (only if issued before 1 January 2005)
  • RYA Day Skipper practical course completion certificate supported by a Day Skipper shorebased course completion certificate.

Certificates of competence:

  • RYA Advanced Powerboat Certificate of Competence
  • RYA Yachtmaster Coastal Certificate of Competence
  • RYA Yachtmaster Offshore Certificate of Competence
  • RYA Yachtmaster Ocean Certificate of Competence

In addition, the RYA Yachtmaster Offshore and Yachtmaster Ocean Certificates of Competence can receive the  STCW endorsement .

Which certificate do I need?

The MCA codes of practice classify British-flagged commercial yachts according to the type of yacht and the waters in which they operate. You can consult the MCA staff requirements table.

Professional Practices and Responsibilities course (PPR)

The PPR is an online course that is done from home through a recognized RYA center and since April 2012 it has been a requirement to complete the course.

All new applicants for approval must take the course before submitting their application.

Holders of existing commercial endorsements who obtained their endorsement before April 2012 should take the course before their next revalidation.

How do I apply for a commercial endorsement?

Send the following items to RYA Certification, RYA House, Ensign Way, Hamble, Hampshire SO31 4YA:

  • Your  original certificate
  • Professional Practices and Responsibilities certificate   PPR Course
  • A commercial endorsement  application form
  • Original ML5 or  ENG1 medical fitness certificate 
  • A copy of your  STCW  Personal Survival Techniques
  • Copy of your RYA Marine Radio  SRC Certificate or other acceptable  GMDSS Marine Radio Operator’s Certificate.
  • Passport sized  photo with your name on the back
  • The  application fee

The Medical Certificate must be recognized by the RYA/ MCA. There is one in English, ENG1.

For Spaniards it is best , once the Basic Traning is completed and the Maritime Booklet is processed, to do the Medical checkup of the ISM (Social Marine Institute), which is recognized by all countries that signed the Agreement STCW95.

The PPR is an online course that is done from home through a recognized RYA center.

Once you have all the necessary certificates, you must complete the “Appliction for Commercial Endorsement”, and send it to RYA. As you will see, by not working in the UK territorial waters, we have to present the 4 STCW modules.

If you already have all the certificates before processing the Yachtmaster Title, you can send everything together (usually done by the examiner once passed the exam), and in this way the RYA sends the certificate with the Commercial Endorsement.

But usually, what to do, is first to process the title of Yachtmaster, and once all necessary certificates have been obtained, the Application Form is filled and the Commercial Endorsement is processed.

Re-validating your commercial endorsement

All commercial endorsements must be revalidated every five years by testing at least 150 days of actual maritime service on appropriate vessels during the previous five years, and be in possession of a valid medical fitness certificate.

What is a commercial endorsement?

A commercial endorsement is required for work on board British flagged vessels subject to the MCA’s codes of practice for small commercial vessels.

A number of additional training courses and medical fitness certificates are required to be eligible for a commercial endorsement.

Which certificates can be commercially endorsed?

The following certificates can receive the standard commercial endorsement:

I) Course completion certificate:

  • RYA National Powerboat Certificate – Level 2
  • RYA National Powerboat Certificate – Advanced (only if issued before January 1, 2005)
  • RYA Day Skipper Practical course completion certificate, if supported by a Day Skipper Theory course completion certificate

II) Certificate of competence (exam passed):

  • RYA Advanced Powerboat Certificate of Competence
  • RYA Yachtmaster CoastalCertificate of Competence
  • RYA Yachtmaster Offshore Certificate of Competence
  • RYA Yachtmaster Ocean Certificate of Competence
  • In addition, the RYA Yachtmaster Offshore and Yachtmaster Ocean Certificates of Competence can receive the STCW endorsement.

Which certificate do I need?

The MCA’s codes of practice categorise British flagged commercial yachts according to the type of yacht and the waters in which they operate. It is this categorisation that determines which of the above certificates you will need.

The RYA is a certifying authority for the codes of practice and can give advice on the coding and categorisation of commercial yachts.

How do I apply for a standard commercial endorsement?

Send the following items to RYA Certification, RYA House, Ensign Way, Hamble, Hampshire SO31 4YA:

  • Your original certificate – see list above
  • Your Professional Practices & Responsibilities certificate
  • A commercial endorsement application form
  • An ML5 or ENG1 medical fitness certificate
  • We can only accept the latest version of the ML5 form (currently Rev 04/12). Skippers working in category 1 or 0 waters will need the ENG1 medical. Contact the MCA for a list of approved doctors.
  • A copy of your Basic Sea Survival certificate or STCW Personal Survival Techniques
  • First Aid Certificate . There are some First Aid qualifications that are Unacceptable to the RYA/MCA (only required if applying for a commercial endorsement to a Day Skipper , Power Boat Level 2 or Advanced Powerboat Course Completion Certificate).
  • SRC Certificate or other acceptable marine radio operator’s certificate (only required if applying for a commercial endorsement to a Day Skipper , Power Boat Level 2 or Advanced Powerboat Course Completion Certificate.
  • A passport sized photo with your name on the back

Skippering commercial yachts

Superyachts often employ a Master, mate, engineer, bosun, hostess, chef and deck crew. Jobs are often advertised in the marine press and on social media. There are also many crew placement agencies finding staff at all levels of the industry.

The qualifications required are determined by the area in which the yacht is operating. With an RYA Yachtmaster™ Coastal Certificate of Competence you can skipper yachts up to 24m, operating up to 20 miles from a safe haven, while the RYA Yachtmaster™ Offshore Certificate of Competence enables you to skipper yachts up to 200gt, 150 miles from a safe haven. With the RYA Yachtmaster™ Ocean Certificate of Competence you can work worldwide. Whichever area you are working in, you must hold the commercial endorsement, so a one-day sea survival course and medical fitness certificate are necessary.

Skippering yachts (over 24m and up to 200GT)

Any skipper of a British flagged private or commercial yacht of this size, operating in UK and many non-UK ports, must hold an RYA Yachtmaster™ Offshore or Ocean Certificate of Competence with a commercial endorsement.

Additionally, to enable your qualifications to be valid worldwide and on non-British yachts, you can take three short MCA courses on fire fighting, first aid and social responsibilities to obtain an STCW endorsement on your RYA certificate of competence.

Amendment 1 of MSN 1858 (M+F) covers the UK regulations for deck officers on large yachts (24m and above). This MSN details the latest certification framework, training, and evaluation criteria for deck officers in the yacht industry."

Skippering superyachts (200gt to 3,000gt)

There are a range of MCA qualifications up to MCA Master of Yachts 3000gt. Full details of Master of Yachts training can be found in the Guidance and Regulations section of the MCA website , and a summary of manning requirements is shown in MSN 1858 .

MCA pathway for Superyacht Qualifications

The UK's Maritime & Coastguard Agency (MCA) have introduced a pathway for superyacht officers to obtain the Officer of the Watch (OOW) qualification. Candidates can now combine the RYA Yachtmaster Coastal Certificate of Competence with specific sea time requirements. This change allows flexibility for candidates seeking OOW and Chief Mate certifications by accepting the RYA Yachtmaster Coastal Certificate and a practical course completion certificate.

The eligibility requirements have been updated, allowing candidates to substitute the Yachtmaster Offshore qualification with the Yachtmaster Coastal Certificate. Successful completion of the OOW qualification through this alternative route enables eligibility for the Chief Mate Yacht 3000gt examination. The course is taught over 40 hours with one exam paper. It can be covered as a series of short sessions, as an intensive week-long course.

A person holding a Yachtmaster Ocean qualification is experienced and competent to skipper a yacht on passages of any length in all parts of the world.

Details of Courses and Prices

The Yachtmaster Ocean exam is an oral and written test of your knowledge of ocean passage making including planning, navigation, worldwide meteorology, crew management, yacht preparation, maintenance and repairs. You will also be questioned on your sights taken at sea during an ocean passage.

We hold regular Yachtmaster ocean theory courses . these cover the essencial knowledge as well as practice in taking sights and plotting positions while sailing.

 
Ocean passage as skipper or mate of watch. The candidate was fully involved in the planning of the passage, including selection of the route, the navigational plan, checking the material condition of the yacht and her equipment, storing spare gear, water and victuals and organising the watch-keeping routine; During the passage a minimum non-stop distance of 600 miles must have been run by the log, the yacht must have been at sea continuously for at least 96 hours and the yacht must have been more than 50 miles from land while sailing a distance of at least 200 miles. Please see the ‘definition of passage’. All qualifying seatime must be within 10 years prior to the exam.
Oral and written assessment of sights take at sea. If you hold the Yachtmaster Ocean shorebased certificate you are exempt from the written assessment.
Hold a DoT Yachtmaster Coastal Certificate issued prior to 1973 or an RYA/MCA Yachtmaster Offshore Certificate of Competence. An RYA/MCA Coastal Skipper Certificate does not qualify.

 

A restricted (VHF only) Radio Operators Certificate or a GMDSS Short Range Certificate or higher grade of marine radio certificate. A valid first aid certificate* (first aid qualifications held by Police, Fire and Armed Services are acceptable).

The candidate must provide the examiner with:

  • A narrative account of the planning and execution of the qualifying passage
  • Navigational records, completed on board a yacht on passages, out of sight of land showing that the candidate has navigated the yacht without the use of electronic navigational aids.

The records must include as a minimum: planning, reduction and plotting of a sun run meridian altitude sight and a compass check carried out using the bearing of the sun, moon, a star or planet.

During the oral test the candidate may be required to answer questions on all aspects of ocean passage making in a yacht, including passage planning, astro navigation, worldwide meteorology, crew management and yacht preparation, maintenance and repairs.

The written exam will include questions on star sight planning and reduction and worldwide meteorology. Candidates who hold the RYA Yachtmaster Ocean Shorebased certificate, Royal Navy Ocean Navigation Certificate or a DoT Certificate of Competence as a Deck Officer will be exempt from the written examination.

Before you book your exam please check that you:

  • have completed the required mileage and experience as skipper
  • hold a VHF Radio Operators License or Short Range Certificate
  • hold a valid first aid certificate
  • have read the syllabus in RYA publications: G15 (sail) or G18 (power)
  • have read and comply with the pre-requisites above.

If you need a Yachtmaster Ocean Certificate of Competence in order to work on board a commercial craft subject to the MCA’s codes of practice, you will need to get it commercially endorsed – see left. You can then work worldwide as a Master of commercial vessels of up to 200gt.

The Yachtmaster Ocean Certificate of Competence can be used commercially in its own right. It is also a pre-requisite for the MCA’s Chief Mate, Master 500 and Master 3000 qualifications.

Yacht Crew Licenses & Certifications: Q & A

Q : How does one substantiate the requirement of actual cruising time as a qualification for the "6 Pak" license? I have been boating for at least the last 15 years and have substantial hours, however I never maintained a log. I am afraid that this requirement has and will keep guys like me from going for their licenses. Thanks, Dick B.

A : To substantiate sea time for the US Coastguard "6 pack" license on your own vessel, you are required to complete the "small vessel service form" from the USCG. As the owner of the yacht you can sign off your own sea time and have it notorised from someone who can substantiate it such as a dock master, yacht club commodore or such like. If you are not the owner of the boat(s) where you have done your sea time, you must, unfortunately, have each individual boat owner sign each form; then each form must be notarized. Needless to say, this can be a very difficult and tedious task.

Q : I am interested in starting a crewed charter business either based in BVI or AVI 1) Is their any captain licence that covers both or do I need two Licences? I am currently located in Newark, DE. USA. 2) Do you have any sugestions for me as far as schools or study guide courses? 3) I have plenty of sea time but mostly on smaller yachets. How can I gain my tonnage ratings for large sailing vessels 100 - 200 Ton Master? David M.

A : It is very interesting that you have brought up this question at this time. The British Virgin Islands passed a law on Feb 1st 2005, that any vessel chartering in their waters must have a qualified Captain on board with a qualification recognised by the BVI. Here at IYT, we issue dual certification for American citizens. That is a 200 Ton Yachtmaster Offshore certificate and a USCG 200 Ton Masters license. This helps satisfy both administrations so you can work in both the BVI and the USVI. IYT holds the dual Yachtmaster course once a month in our Ft Lauderdale facility. Q : Is it true that boat insurance goes up dramatically when one obtains a Captains License? We have heard this, but would think that the opposite should be true - that a licensed captain should be a lower risk. Rebecca V.

A : You are absolutely correct, there are a number of companies that will give you a reduction in your boat insurance if you hold a Captain license or a recognized certificate of competency. But like car insurance, you should shop around for the best deal.

Q: How do I get an International Certificate of Competency (ICC) to charter in Spain? William C.

Here at IYT in Ft Lauderdale, we are licensed to issue ICC's on behalf of both the U.K. and the Irish Governments. Generally speaking however, you must be a resident of one of these countries in order to obtain an ICC. We are trying to find out how we can issue ICC's on behalf of the US Coastguards but so far have been unable to get a satisfactory reply. We have also requested permission from the Irish Government to issue ICC's to non-Irish residents and are currently awaiting a reply. If we get permission to issue ICC's in the US from the Irish Government, then as part of the EU this certificate will be good to charter anywhere in Europe. You will be able to obtain this certificate here is the USA. As soon as we get an answer we will update you.

Q : I'm a bit confused...."Yachtmaster" is a registered Trade Mark of the UK's Royal Yachting Association. Your website doesnt even mention the RYA and you seem to have no affiliation with it!! As a long term holder of RYA certification, I would not like to see my qualifications degraded or indeed the Yachtmaster Offshore or Ocean tickets confused with anything other than the "real thing"! Tony N-W

A - Hi Tony, International Yachtmaster Training ( IYT ) is a U.S. Corporation and has absolutely nothing to do with the British recreational yachting organisation called the Royal Yachting Association or RYA. This is why there is no mention of it on our website. The term "Yachtmaster" actually belongs to the British Maritime and Coastguard Agency (MCA) who were the first to coin the phrase and issue yachtmaster certificates as the Board of Trade as far back as 1932. In 1973, RYA were given permission to issue "Yachtmaster " certificates by the MCA. In 1999, International Yachtmaster Training was also given permission by the MCA to issue "MCA Recognised Yachtmaster certificates. Yachtmaster certificates are also issued by the Australian Yachting Federation, the Irish Sailing Association, the Cruising Association of South Africa and the Canadian Yachting Association although their certificates are not recognised by the MCA. All of these organisations are recreational yachting associations run by recreational yachtsmen and they issue recreational yachtmaster certificates. Some of these organisations issue yachtmaster certificates with a "commercial endorsement", and certain administrations question the authority of recreational yachting organisations to issue "commercial" certificates.

International Yachtmaster Training on the other hand, is a professional yachting organisation, fully approved by Det Norske Veritas as a Maritime Training Center of Excellence. It is run by professional yachtsmen and we issue professional, commercial Yachtmaster certificates. Our standards are higher than the other organisations including the RYA, as they are fully compliant with the International Maritime Organisation rules for the Standards of Training and Certification of Watchkeepers, or STCW as it is commonly known. IYT does not allow "direct entry" into its examination system as the RYA do, one has to actually sit our courses to obtain our certification. All of our examiners worldwide are professional mariners, not so with the RYA.

The IYT Yachtmaster program is so successful, it is now recognized by 24 Governments worldwide including not only the MCA but also the U.S. Coastguard among others. The demand for our certification as a standard of excellence is such that we now have 33 licensed schools in 20 different countries and this is growing every week. With regard to the RYA registered trademark in the U.K., it is interesting to note that the MCA, who coined the phrase, refuse to recognise the RYA registration. The "International Yachtmaster Training" name and logo, is however a federally registered trademark in the United States.

In conclusion, the IYT Yachtmaster Certificates have become the certificates of choice throughout both the professional international yachting community and recreational yachtsmen. Their compliance with the STCW convention for Basic Safety Training and insistence on completion of all aspects of the training courses ensures a well qualified individual trained to professional international standards. So Tony, when you are ready for the "real thing", contact us, you will be pleasantly surprised.

Q - I keep my boat in Belize. We plan to cruise the Caribbean in a few years (live aboard). Is there any good reason to get my 6-pack license in this case? Mark P.

A - The U.S. is the only country in the world that issues a "license" to drive a boat. All other countries issue a "certificate of competency" which includes a practical examination to prove that you are competent to command a boat. There is no reason to get your six-pack license unless you intend to operate your boat as a commercial charter boat in the US Virgin Islands. The Coast Guard License is only a requirement is you wish to carry passengers for hire or reward in the U.S. or U.S. territories. It consists of a series of multiple choice questions. It is also largely unaccepted overseas as there is no practical component to the training and no "on the water" examination. The most internationally recognised qualification for yachting is the IYT Yachtmaster certificate which also carries a reduction in your insurance if you hold such a certificate.

Q - I intend to operate a charter boat on the USVI. I heard that the USVI have special regulations, different from the USA. What kind of license is needed in those islands? Does the boat have to be US flagged? Knowing that I will be based from the USVI, am I allowed to do charterers pick ups in the BVI? Thank you very much. Joe S.

A - If you are going to be chartering in the USVI, you need to be qualified to US Coastguard standards. This would mean a "Six-Pack" license or similar to take paying passengers aboard your vessel. It is always in the best interests of your qualifications to complete the 5 day Basic STCW training courses (not the 3-day version), which will be acceptable to the BVI. With regard to where you flag the vessel, the best people to talk to are the US Virgin Islands Charter League. You can contact Pamela Wilson at 1.800.524.2061. With regards to being able to pick up charterers in the British Virgin Islands, there have been some changes recently so I would suggest you contact the British Virgin Islands Maritime Authorities for their most recent update.

Q - As a professional skipper, I have been asked several times if I could perform a wedding on my boat, which is based in US waters. If I do, can I deliver a valid wedding license? What is the real validity of this whole thing and how does it REALLY work? Or is it just a gimmick? Please elaborate since it could be an interesting marketing tool for my business. Sincerely, Capt. A - It was once possible for a ship Captain to marry people at sea. However, this is no longer the case. There are extreme cases where a couple could be married in dire circumstances such as a sinking vessel or someone about to die. But this could only be done in International waters. It is however possible to marry someone on your boat inside territorial waters (3 miles ) provided the person giving the ceremony is duly qualified to do so by the State, such as a public notary. I was married aboard a yacht 7 years ago here in Ft Lauderdale. I would suggest contacting the State authorities to find out how this could be done, it is rather good fun to do so.

Q - I am starting a Skippered Yacht Charter business in St. Vincent & the Grenadines later this year and I see a lot of comments about the "6-pak" license requirements. I am qualified to RYA Yachtmaster Offshore. Do I need any further qualifications (over the YM) to operate the business in SVG ? Graham

A - The "six-pack" license that you refer to is a U.S. Coastguard license which is required for operating vessels that carry up to six people in U.S Territorial waters. This includes the United States mainland and the U.S. Virgin Islands. It can only be taken by U.S Citizens and will be of little or no value to you in St Vincent and Grenadines.

Q - What are the qualifications needed by the different Caribbean countries to run a crewed charter yacht?

A - This is a matter for the Flag State Authority or Maritime Authority on each Island. The problem is there are many different countries involved. There are U.S. British, Dutch, French, Bahamas and all the independent islands who make their own decisions on what qualifications are acceptable for which yachts.

The qualifications will depend on the status of the yacht, whether it is private or commercial (this means engaged in trade or accepting money for a charter), the Flag State or where the yacht is registered, the tonnage of the yacht, whether it complies with a classification society for safety and construction, the number of guests it will carry, whether it is power or sail, its compliance with the code of safe working practices and sometimes the nationality of the crew and / or the number of crew it will carry.

There is also the issue of work permits from the various islands. For instance, one might be suitably qualified to run a charter yacht out of the British Virgin Islands but without a Work Permit from the V.I. Government to do so, it could mean big trouble. The same applies from the U.S. Virgin Islands.

A lot of people think that they can buy a yacht and suddenly start a charter business in the Caribbean. Having spent 6 years running commercial yachts throughout all the islands, I would strongly recommend conducting some research before embarking on such a venture.

Lastly, with regard to RYA Yachtmaster certificates, I would caution that a number of Flag States (including the French Islands) will not accept the RYA Yachtmaster certificates even with a commercial endorsement as they do not believe that a recreational sailing organisation with no quality management system and no auditing requirements in place should have the authority to issue commercial certificates. They also do not comply with the STCW convention as laid down by the International Maritime Organisation.

Before deciding to run a commercial yacht in the Caribbean, I would strongly suggest contacting the Government of the Island to find out as many rules and regulations as possible. The number of yachts doing so is strictly governed, otherwise there would be a "free for all" with no controls in place.

Q - I have limited (almost none) sailing experience. I would love to bareboat charter. How much experience is needed before a bareboat charter company will turn the boat over to you. Were do you get experience? I know a course would be in order but if I go to the expense of a course that leads to a bareboat certification is that enough?

Depending on where you live, approach a reputable sailing school (there is no other way to do this). I recommend Offshore Sailing School ( http://www.offshore-sailing.com ). They have many outlets all around the country. Or any Certified ASA school.

Q - A quetion about lowering flag from a yacht club yard arm has arisen here in Marblehead, MA. Specifically, the Canadian flag was flown from the yardarm before and during the Marblehead-to-Halifax ocean race recently. Clearly, the U.S. ensign is the last to be lowered ceremoniously, as you say. But which of the other two that flew should be lowered first, the Canadian flag or the yacht club's burgee? Bud P.

A - The flags should be lowered as follows 1) Club burgee first 2) Canadian flag second 3) US Flag last

Q - I understand that with a US flagged vessel I could operate a charter vessel outside US territorial waters without the need of the "six-pack" license, am I correct? And in the event the charter is based in one of the "non US" Caribbean Islands, is it the authority of the starting island of the charter that gives permission to Charter or do I need a permit from every other "island country" on the way, if it is different than the one at the start of the charter??

A - To run a charter yacht, you are required to comply with Flag State regulations irrespective of where in the world you operate. To operate a US flagged yacht, you would need to be US Coastguard qualified such as a 50 ton or "6 pack". Other islands have the authority to confine a charter boat to harbor if the Captain is not properly licensed. I would also doubt very much if an insurance company would insure you to operate a charter yacht without the proper license as the insurance would probably be void if there was an accident.
