“Shipbuilding has been in my DNA since my father set up a modest yard in Naples in 1967,” Antonio Palumbo says. It remains his passion and, today, Palumbo Shipyards, which has eight shipyards in the heart of the Mediterranean, and Palumbo Superyachts are leaders in the shipping industry and construction/refitting of luxury yachts.

“We are driven by passion, sacrifice and respect and what distinguishes us from the rest is our reputation to maintain long-term relationships built on trust and quality,” he asserts.

The Group had very humble beginnings, when Salvatore Palumbo set up a fairly small carpentry and metal work yard to support the local ship-repair industry. 

Now, with more than half a century of experience in the shipbuilding industry, custom yacht construction and unique repair capabilities, Palumbo has become a major refit and repair network in the Mediterranean.

INTERVIEW | Antonio Palumbo: ‘One of the best shipyards in the world’

Nine years after setting up shop in malta, palumbo shipyards have built a reputation for quality and efficiency. now, antonio palumbo tells business today he has a project in mind that would see the shipyard become one of the best in the world. that project will take two or three years to implement, and until then, he won’t say a word about it. but he did speak about his experience in malta this far.

You are in the business of ship repair and refitting, as well as ship and yacht building. What is your focus in Malta?

Our focus in Malta covers all naval activities – from maintenance, to refitting, to the transformation of all types of ships. Our shipyard is not specialised in a particular sector – we deal with all kinds of ships, from offshore vessels, to yachts, tankers, cruise liners and Ro-Ro ferries.

In the nine years that we’ve been operating in Malta, we have done work on all these types of vessels.

We’re also always up to date with the requirements imposed by the International Maritime Organisation, including those related to limiting emissions in the atmosphere. In fact, we recently secured a €6 million international contract to refit three Ro-Ro passenger ferries with fuel cleaning systems – known as scrubbers – which meet new environmental shipping rules.

How is the superyacht business doing, in general? And when might we perhaps see the first Palumbo superyacht built in Malta?

Contrary to popular perception, Malta is not on any central path used by superyachts. So attracting around 40 to 50 superyachts a year to Malta,  which are over 50 to 60 metres in length to the shipyard – something we are succeeding in doing – is quite a feat. We are confident these figures will continue improving and we are investing all our energy to surpass these numbers. We are working on presenting our shipyard as a superyacht-refitting village, the only one of its type in the world. So, apart from our competence and technique when it comes to what we do, we are also offering servicing and logistical facilities, ranging from hotel accommodation to a gym, spa and a shop selling nautical-related equipment.

In terms of when a Palumbo superyacht will be built in Malta, this is something I often think about,  but, unfortunately, the construction of a superyacht is a bit complicated. It requires a highly competent sub-contracted workforce. We have to keep in mind that we need to be competitive in such an endeavour, so I think we still need more time. But the right conditions exist, and its one of the objectives I have set my sights on.

Do you still believe Malta can benefit from repairing US Navy vessels if we had a Status of Forces Agreement with the United States?

A SOFA agreement would allow US Navy ships to come here for repairs, further contributing to the shipyard’s growth. But this is a very sensitive subject, so I am cautious not to say anything that can be misconstrued.

When you started your operations in Malta, had you been given any indication that the process to obtain a SOFA would have been facilitated?

No. Before I started operating in Malta in 2010, I knew that important repair work had previously been carried out on US Navy ships on the island. So it didn’t cross my mind that the country had no such agreement. I later became aware that SOFA was unfortunately, not in place. But we hope things can improve in this regard in the future.

How many full-time Maltese employees do you have?

The number of employees has decreased slightly, because some workers have retired, while others have found less strenuous work. We have around 70 to 80 full-timers at the moment.

Are your operations in Malta still financially viable, or might we see Dock 1 eventually transformed into a tourist attraction or something unrelated to ship building?

I hope this won’t be the case, because it would mean we didn’t do our job well. Having been in this sector for 50 years, we are determined to propel our activity into the future. We are buoyant about the future of this shipyard.

What are the challenges your shipyard in Malta faces?

Every day presents its own set of challenges. However, this ensures that we are always prepared to react and to be competitive when it comes to solving any problems which come our way.

In Italy you compete with other major shipyards. What can Palumbo offer to Malta which other ship builders cannot match?

Compared to other shipyard locations, Malta is situated at a central point in the Mediterranean. Location is crucial for a shipyard’s activities. Let us not forget that one of the docks here is 362 metres in length and is one of the best in the Mediterranean. Moreover, the country offers important facilities.

Palumbo has eight shipyards around the world, including the one in Malta. The Malta shipyard is the control centre of the entire network.

Are there challenges when it comes to finding workers?

It is a problem. In Malta, we find it hard to find local people with the necessary skills, so we have to rely on foreigners. It takes us about two months following a call for applications before we can find anyone, and this situation isn’t limited solely to Palumbo – it is happening across the board. The country needs to provide qualified workers more rapidly.

What does the future hold for Palumbo in Malta?

I have an idea germinating in my head and I believe that in two to three years’ time this shipyard will witness a very important development. Let us say that the shipyard will become not just close to the best, but one of the best in the world. We are committed to making this happen, and in two to three years the shipyard will enjoy the full success of its potential.

Can you provide more details on what your idea consists in ?

(Laughs). No, this is my secret for the time being.

What is the biggest lesson you’ve learned – positive or negative – since you started operations in Malta?

When I started our operations in Malta, I realised from the outset that I had to adjust to the reality on this island. In previous years I took some very, very important decisions. At the same time, they were also very courageous things to do, which I cannot imagine repeating now, because they would put at risk all that I have achieved. However, nobody ever showed me any recognition for them.

In Malta it has been different. Just a month after we started operating in here, we carried out an eight-day job on a ship. For me, this was a very normal job that didn’t require any particular effort. So I was quite surprised by the appreciation we received for this. In contrast, for instance, when my shipyard built a new 160-metre ship [in Italy], no one praised me for my good work. In Malta, I carried out this standard eight-day maintenance job, and I received letters complimenting me for the work.

Therefore, I wondered why such contrasting reactions existed between Malta and Italy. I then understood that the difference between the Maltese and Italian is that in Malta people communicate better. Italians have many plus points – we are creative – but we do not excel when it comes to our relationship with clients. I quickly understood this when I came to  Malta, and it was a major lesson for me, which I took on board.

I also wanted to ask you about the sentence by the court in Messina, Sicily. You were sentenced to six years in prison in January for illegal dumping of waste – you are appealing this sentence. A spokesperson for Palumbo had said that the company’s business interests in Malta and abroad are unaffected by the ruling. Are you sure about this? Has the company’s reputation abroad not been affected?

I am completely positive that the company’s reputation has not been affected. We know the true facts of the case, and we know the reasons why the imaginative accusation against me was made. Once a court outside of Messina hears the case, it will dissolve into nothing. In Italy, there are three stages of the judicial process. This judgment was the first stage, and there are then two opportunities to appeal, and we have appealed.

I confirm that the sentence of the first court has had no effect on our business – since the judgment was issued, the company hasn’t registered any slowdown, on the contrary, it’s doing even better and keeps growing in Malta and elsewhere.

There are two reasons I am confident when it comes to this case. The first is that it wasn’t Palumbo who dumped the waste – subcontractors did, and I didn’t have any direct responsibility. Second, all the analyses carried out on the waste showed it wasn’t hazardous.

So what is the case here?

All this transpired because I had the courage to make certain complaints [in Messina] – something I wouldn’t repeat today – because they were necessary to protect my interests there.

And I paid for this through this court sentence.

One thing I’d like to add: while it is normal that I am asked about this, I don’t understand the amount of attention given to this case in Malta.

Why don’t you instead judge me based on the nine years I have been in Malta? When I started my operations, I found a shipyard buried under two metres of rubbish, and it took me years to revamp it.

You can see with your own eyes how it has been changed today. It is on this that I want to be judged, not on what happened in Messina, where I had to suffer a particular situation.

The General Manager traces Palumbo’s journey in Malta to become a leading service provider in the maritime industry

Palumbo Shipyards, headquartered in Naples, has been in the ship repair industry since 1967, with their presence in Malta dating back to 2010, when the company expanded its operations by acquiring Malta Shipyard and later Malta Superyachts in 2011.

This expansion, affirms Palumbo Shipyard General Manager Joseph Calleja, marked a significant development in the company’s history.

Having first set foot in the shipyard at the tender age of 16, you could say that Joseph has grown up here – going from shipwright to working within the Safety Department before furthering his studies and pursuing a degree in Chemistry and Biology. Several qualifications would follow, leading to his appointment as HSSE Manager at Malta Shipyards.

“When Palumbo took over the shipyard in Malta, Antonio Palumbo approached me with his plans for it, and I immediately accepted,” recalls Joseph, who became one of the first appointees of the new company with the role of Health, Safety and Environment Manager. He was appointed General Manager a little while later and has never looked back.

“The mission of Palumbo Shipyards in Malta from the outset was to leverage its expertise and resources to provide high-quality ship repair, maintenance, and refitting services,” he says, explaining that Palumbo took over an ailing facility at the time, and went on to carry out a complete overhaul in both operations and mentality.

“As a result, the shipyard was completely transformed, going from being a burden that swallowed billions of taxpayers’ money, to injecting millions into Malta’s economy today,” he smiles.

Under Palumbo’s stewardship, the shipyard has invested in new equipment, instituted modern working methods, and complied with the highest environmental and safety practices to beat stiff competition and stand out as one of the top shipyards in the Mediterranean, the General Manager continues – a mutually beneficial scenario for the company, which was able to enhance its presence in the Mediterranean region and strengthen its position as a leading service provider in the maritime industry.

Furthermore, Joseph notes, risk mitigation through stringent health and safety standards, employee well-being and training, as well as developing sustainable environmental practices, upgrading the existing infrastructure, and procuring new technology continued to push the company further ahead.

In that time, it is no surprise that Palumbo Shipyards’ presence in Malta has grown, and its mission has evolved to encompass a broader range of services. These include ship conversion and refit, yacht refitting, complex ship repair, installation of extended new fabricated vessels’ parts, installation of new environmentally friendly plants and equipment, and various high-tech interventions on oil and gas platforms. In 2017, the Maltese shipyard was also singled out from among top international yards for its competence, skilled team, and facilities to execute the overhaul of the luxurious Silver Cloud liner, from a standard liner to an ice-class expedition cruise ship within a short time span of just two months.

“This expansion has not only catered to the needs of the commercial shipping sector but also serves the luxury yacht and superyacht markets,” the General Manager maintains, affirming that Palumbo Shipyards has established itself as a multifaceted maritime services provider and a reliable partner for ship owners, operators, and management companies – attracting top notch clients to Maltese shores while contributing to the economic and maritime development of the sector in the Mediterranean region.

Delving further into some of the major milestones the company has achieved in that time, Joseph lists the upgrading of their facilities and infrastructure, including upgrading Wharf Cranes; fitting one of the first Photovoltaic installations in Malta; introducing new environmental standards for hull treatment of vessels; and procuring state-of-the art robotic equipment using potable water, instead of abrasive material.

“Our company is committed to a greener future and works to source a significant portion of its energy from renewable sources,” he adds.

He emphasises environmental Initiatives specifically, maintaining that Palumbo Shipyards has eliminated various previous procedures and adopted eco-friendly practices and technology to reduce the environmental footprint of its operations. “Since the early days, Palumbo set continuous promotion on the low voltage ship-to-shore connection already existing in the yard to clients so that upon arrival in the yard, their vessels will be immediately connected to the grid,” he explains, going on to mention cleaning practices avoiding the use of chemicals, energy-efficient facilities, and sustainable ship repair practices.

Keen to emphasise this point following some contentious media reports recently regarding the yard’s ship-to-shore facilities, Joseph underlines the fact that these facilities have been an integral part of the yard’s infrastructure for several years, dating back to well before the introduction of Palumbo Shipyard in Malta.

“These facilities have served us well and have played a pivotal role in our operations, facilitating efficient and timely operations for a variety of vessels,” he maintains, adding that while many of the vessels accommodated by these facilities are well-suited to the existing infrastructure, it has become increasingly evident that, with larger vessels come more complex and resource-intensive demands which need to be met using greener technology.

“This evolution necessitates a corresponding enhancement and Infrastructure Malta is working on rolling out a ship-to-shore operation in the harbour to meet the changing needs of attending vessels in port,” Joseph continues, adding that part of this project required special electrical cables and other high-technology wiring to be passed around the perimeter of the Grand Harbour, including the shipyard. “One has to understand that the preparation and installation of such ship-to-shore facilities in all of the Grand Harbour is a considerable undertaking, and we will continue to support all the logistics necessary until the project is completed,” he adds, stating that plans on the locations where the electrical equipment is to be installed are already in place, and further phases of the project will follow. 

The General Manager also considers diversification of services to be a significant milestone, making Palumbo Shipyards a significant player in the offshore market; as well as strategic partnerships and collaborations which have further enhanced its capabilities and reputation in the market. Beyond Malta, Palumbo Shipyards has also expanded its presence to other key locations in the Mediterranean, including Italy, France and Croatia; and, apart from that, has also seen its client base grow significantly, attracting shipowners and ship management companies from around the world who seek its services for vessel repairs, refits, and conversions.

“These milestones reflect the company’s commitment to continuous improvement, innovation, and its ability to adapt to changing market demands, making it a prominent and respected name in the ship repair and refit industry in the Mediterranean and beyond,” Joseph says.

Despite global challenges, business in general in Malta has stabilised, and this, Joseph says, is a testament to the resilience and adaptability of the local economy.  “Companies like Palumbo Shipyards, that is involved in diverse aspects of the maritime industry, play a pivotal role in ensuring stability and growth by offering services that cater to all kinds of ships in the industry,” he maintains.

Turning his attention to current projects, Joseph lists several of the company’s accomplishments this year, including substantial engineering works on MSC Seaview ; accommodating humanitarian aid vessel USS Hershel Woody Williams , which came with a set of specialised requirements; and a complex overhaul of MSC Fantasia . Next on the agenda is an “open-heart surgery” on GNV Sealand , he smiles, where the whole engine room will be dismantled, as well as a new installation which involves kilometres of piping and electrical cables, detailed engineering, and project management.

To be successful in a volatile industry like shipping, it is in the shipyard’s interest to adhere to the most rigorous environmental, health and safety regulations for both the shipyard and tts surrounding environment and Palumbo is continuously investing in training and acquiring the latest technology to remain ahead of the competition – a benefit for both the Shipyard and Malta’s competitiveness.

Looking ahead, the team at Palumbo, Joseph says, will continue to study and assess the market and stay attuned to industry trends, adapting resourceful strategies to seize opportunities as they arise. “Through various top-notch brands, we develop ways of how we can be ready to accommodate the latest technologies to be installed on-board, even within the minimal possible spaces in machinery areas. One scenario is the installation of new plants for innovative fuels and their respective storages on-board,” he maintains.

To do this, there are certainly challenges which the company must consider, to anticipate what is to come and navigate its way through with minimal turbulence. These include global economic fluctuations and the lack of an even playing field with other countries which do not form part of the European Union, as well as possible supply chain disruptions in the supply of materials and components which could impact production schedules.

Finally, the General Manager attests, keeping up with the latest technologies and trends in maritime services can be challenging, as rapid advancements require ongoing investment in research and development. “Today, you may be studying LNG, and possibly, tomorrow, it may already be obsolete, leading you to consider methanol or even hydrogen,” Joseph states, taking it in his stride. Meanwhile, there are also geopolitical risks to contend with, which have the potential to disrupt business operations; as well as the challenges inherent in recruiting and retaining skilled labour, including specialised engineers and technicians.

In summation, the company’s drive moving forward centres on continually building on what has been achieved so far and modestly aiming to further expand its portfolio and achieving more success on an international platform, the General Manager says.

“In 2024, the shipyard aims to achieve another commitment to better the quality standards it has committed to since the beginning – to operate in the best eco-friendly way and have another accreditation after months of auditing and processing, demonstrating a commitment to health and safety, in turn continuing our commitment towards elevated standards in our operations,” he maintains.

“We will continue to venture into new niches, including innovative energy projects; various adaptions and refits which necessitate the research, development and installation of greener fuels to be used on-board vessels; complex scrubber installation projects and the list continues,” he smiles, always with the aim of securing complex projects and bringing further economy to our shores.

“Palumbo Shipyard deserves to be, and remain, with the top European leaders in the field – sustaining credibility by sheer competence while continuing to invest in the infrastructure and training of our human resources, carrying out environmentally-friendly practices, and in the highest quality standards possible,” he concludes.

Palumbo Shipyard, an Italian company headquartered in Naples, signed a 30 year deal with the Malta government for the acquisition of Malta Super Yacht Services (MSYS) now called Palumbo Malta Superyachts LTD. Palumbo Group took over the yard on the 18 th of March 2011, after having been declared the preferred bidder for the tender to acquire Malta Superyacht Services in late 2010.

The total area measures around 45.000 square meters, including two dry docks of 160m x 25m and 140m x 18m. The latter is also equipped with a retractable shed enabling painting work.

The Maltese Government signed the contract for € 29.4 million, which includes a ground rent of € 500,000 to be paid annually over the 30 year period.

Palumbo Shipyards with headquarters in Naples, has been in the shipbuilding industry since 1967. Salvatore Palumbo, Antonio’s father, whom is currently the chairman of the company began the activity as a fairly small carpentry and metal work yard to support the local shiprepair industry. Later on in the 80's, the core business became repair and maintenance of hulls. Palumbo today represents a major refit and repair network in the Mediterranean.

First Columbus Atlantique 43 yacht Night Fury II delivered

Columbus Yachts has delivered the first yacht in its Atlantique 43 series, named Night Fury II . According to BOATPro , Night Fury II is currently en route to Malta and is estimated to reach her destination on Friday.

The 43-metre yacht was launched in April in a ceremony attended by the European owner and his family, having been sold in 2021 with the buyer introduced by Renaud Canivet of Ocean Drive. Two more 43-metre hulls will be launched by the Italian brand, to a design by Milan-based studio Hot Lab . 

According to the studio, Night Fury II 's exterior is "a fairly organic blend of a motor yacht and a classic sailing hull", seen best in the "sailing-type" stern. Naval architecture is by Palumbo Superyachts in collaboration with Hydro Tec .

Night Fury II' s defining feature is her beach club, which has two fold-out side wings and is arranged around a panoramic swimming pool that sits 50 centimetres above the water. A connection with the outdoors is further encouraged with the yacht's fold-out balconies and bow dip pool, surrounded by sunpads, an al fresco lounge and far-reaching ocean views.

Guest accommodation is across four double cabins, two VIP en suite cabins and two twin cabins. Meanwhile, the full-beam master cabin on the main deck is arranged with a kingsize bed, full-length windows, a dressing room and a private terrace aft.

The main saloon offers two relaxation areas, including one designed as a cinema lounge with its large sofa and 82-inch, wall-mounted television screen.

Other amenities on board include an al fresco dining table for 12 guests and an adaptable guest room that can be used as a gym or library.

A 5.5-metre tender garage is located aft, with additional storage space for a second tender or rescue boat alongside two Jet Skis located on the main deck forward. 

Powered by twin Cat C32 Acert engines of 970kW, Night Fury II can reach a maximum speed of 15.5 knots and a cruising speed of 14.5 knots.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.
